NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT NO. TN0026450 - SEQUOYMI NUCLEAR PLANT Description of the discharge--Discharge No. 019 - Service building sump.

Samples collected at 9 a.m. and 2 p.m. on March 4, 1982 -contained a daily maximum concentration of oil and grease of 26.5 mg/L, exceeding the maximum permit limitation of 20 mg/L. The daily flow volume from discharge No. 019 was 870 gallons per day. 1 Cause and period of noncompliance--Under normal low flow conditions, oil and grease accumulate in this large capacity sump. To preclude a buildup resulting in a release in excess of the permit limitation, this sump is cleaned on a weekly basis with the material removed being disposed of in a lined chemical pond. During the time 'of the noncompliance, the workload at the plant prevented routine cleaning of the sump. The oil and grease accumulated to the point where the discharged concentration was in excess of the permit limitation, resulting in the noncompliance.

A sample collected at 2 p.m. on February 25 contained an oil and grease concentration of less than 5 mg/L. The noncompliance noted on March 4 ended when the sump was cleaned on March 5. Therefore, the. period of noncompliance was less than nine days. A sample collected at 2 p.m. on March 8 contained less than 5 mg/L of oil and grease, verifying the end of the' noncompliance.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The sump was cleaned on March 5 to end the noncompliance.

Plans to modify the sump are being prepared to prevent the accumulation of solids and possible future violations of the NPDES permit limitations.
