1. -In accordance with Environmental Technical Specification (ETS) 5.3.0,

, the facility design'and operational. changes were reviewed for the '

i potential effect on the environment. A study of facility design and

! operational changes from September 15, 1991,_through" . .

l September ~ 14, 1992, that could have affected the environment was l' performed. Projects considered to have potential impact on the environment included: (1) those involving excavation, construction.-

or asbestos removal; and-_(2) those resulting in new-or increased discharges to outside drains. The study identified and' documented a basis that the design and operational changes did not involve an 7

DESIGN AND OPERATIONAL CHANGES BETWEEN SEPTEMBER 15,:1991, AND SEPTEMBER 14, 1992 i FOR EFFECTS ON THE ENVIRONMENT During this report period, the facility design and operational changes and major maintenance and modification projects have-been reviewed for potential i to affect the environment as described below. The criteria used to identify those projects-with a potential for environmental effects included _ _(1) those '

I involving excavation, construction, or asbestos removal; and-(2) those resulting in.new or increased discharges to outside drains.

1. The following projects were reviewed and evaluated in accordance.with the i above criteria for potential environmental impact.

Only 10 new project packages were reviewed during.this report period.

( All of_those projects were designed to-comply with regulatory i

permitting processes, and none of them involved any environmental impacts that were not reviewed in the original environmental impact i statement.

b. Special Tests

! -There were no special tests conducted during this period that met the

environmental impact criteria.

2. Design and operational changes with a potential for causing new or increased discharges to outside drains, including runoff from excavation, were reviewed and determined to be within~the scope of the SQN National i Pollutant Discharge Elimination System (NPDES) permit.~

i 3. Monthly discharge monitoring reports submitted as required by the SQN i NPDES permit were reviewed. . Permit excursions'were attributed to either-l natural causes, equipment malfunctions,-or operational _ errors'and i' determined to be within the purview of the NPDES permit 'and associated environmental evaluations.

'The cleanup of polychlorinated biphenyl discovered in the low volume waste-

, -treatment pond effluent in October 1988 was_ completed.
