NOTIFICATION OF fl0flCOMPLIANCE WITil EFFLUEfD LIMITATIONS - NPDES PERMIT NO. Til0026450 - SEQUOYAH flVCLEAR PLANT Description of the discharge--Discharge No. 001 - Construction sewage treatment plant effluent. A sample collected on April 27, 1981 had a pH of 5.8 units, less than the minimum permit-limitation of 6.0 units.

Cause and period of the noncompliance--The exact cause of the noncompliance is uncertain; however, the potable water was turned off over the weekend in the area that is served by this plant, and we believe that a resulting 87 percent decrease in flow caused the plant to be overaerated. The pH was 6.5 units on April 24 and 6.2 units on April 28; therefore, the period of noncompliance was less than four days.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The aeration cycles were adjusted to correct the overacration.

Sodium bicarbonate was added to the plant on April 27 to increase the pH.
