By letter dated April 27, 2018, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18117A464), the Southern Nuclear Operating Company (SNC/licensee) submitted a license amendment request (LAR) for the Vogtle Electric Generating Plant (VEGP) Combined License (COL) Numbers NPF-91 and NPF-92. The requested amendment proposes to depart from Tier 2 information in the Updated Final Safety Analysis Report (UFSAR) (which includes the plant-specific Design Control Document (DCD) Tier 2 information) and involves related changes to plant-specific Tier 1 information, with corresponding changes to the associated COL Appendix C information. Specifically, the amendment, if approved, would revise the Tier 2 information in the UFSAR and associated changes to Tier and the associated COL Appendix C to remove the fire protection system (FPS)  non-safety related containment cable spray and installing passive fire stops and radiant energy  shields. The changes to Tier 1 require and exemption, which is included in the LAR.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of the LAR. The acceptance review is a staff process to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.90, an amendment to the license must fully describe the changes requested and follow, as closely as applicable, the form prescribed for original applications. Section 52.79 of the 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
