On May 15, 2008, the U. S. Nuclear Regulatory Commission (NRC) completed an in-office inspection of an unresolved item for your Watts Bar Nuclear Plant. The enclosed inspection report documents the results which were discussed on May 20, 2008 with Mr. Skaggs and other members of your staff.

The in-office inspection examined activities conducted under your license as they relate to security and compliance with the Commission's rules and regulations and with the conditions of your license. Specifically, the inspectors reviewed selected procedures and records, and interviewed personnel related to an unresolved item that involved both Watts Bar and Sequoyah.

Based on the results of this inspection, a finding was identified which was preliminarily determined to be greater than very low security significance (i.e., greater than Green as determined by the Physical Protection Significance Determination Process).

The deficiency was identified by the licensee and promptly corrected. The finding had a cross-cutting aspect in the cross-cutting area of Problem Identification and Resolution, regarding appropriate and timely corrective actions [P.1(d)]. The finding is also an apparent violation of NRC requirements and is being considered for escalated enforcement action in accordance with the Enforcement Policy, which can be found on the NRC's Web Site at http:// www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html. Dear Mr. Campbell:
