The enclosed report documents the inspection results, which were discussed with Mr. Mike Skaggs and other members of your staff on October 3, 2008 The inspection examined activities conducted under your license as they relate to the implementation of B.5.b Phase 2 and 3 mitigating strategies, your compliance with the Commissions rules and regulations, and with the conditions of your operating license.
