Enclosure 1 provides a listing of the meeting participants and Enclosure 2 contains the meeting agenda. A summary of the discussion follows.
In a letter to NEI, dated March 5, 2008, Agencywide Documents Access and Management System (ADAMS) accession number ML080520619, the staff provided industry the opportunity to comment on the draft ISG. The staff also published a Federal Register Notice (73 FRN 13258), dated March 12, 2008, which provided the same comment opportunity to the public. The draft ISG clarifies the existing guidance provided in the Standard Review Plan for license renewal regarding the scoping of structures and components for the off-site power source recovery path that meets the requirements of the station blackout rule. On May 12, 2008, NEI provided comments on the draft ISG on behalf of the nuclear energy industry (ADAMS accession number ML081350619). Both the March 5, 2008, letter from the NRC and the May 12, 2008, letter from NEI were made available during the meeting.

The staff answered questions and clarified its position that the license renewal scoping boundary of the off-site source to the plant is the first breaker at the transmission system voltage, unless compliance with the provisions of General Design Criterion 17 or equivalent plant-specific principal design criteria and 10 CFR 50.63 off-site power recovery paths are specifically excluded from the plant's current licensing basis as they relate to the capability to achieve and maintain safe shutdown (non-design-basis accident) in the event of a station blackout. The NEI representatives expressed disagreement with the staff's position. The staff stated that the NEI comments would be evaluated and considered as they finalized the draft ISG.
