OFMEETINGWITHTHENUCLEARENERGYINSTITUTE(NEI)ONINDUSTRY'SCOMMENTSONCHAPTER2,"STRUCTURES ANDCOMPONENTSSUBJECTTOAGINGMANAGEMENTREVIEW" OFTHEDRAFTSTANDARDREVIEWPLANFORTHEREVIEWOF LICENSERENEWAL(SRP-LR)APPLICATIONSFORNUCLEAR POWERPLANTSOnJuly18,2000,representativesfromNEImetwiththeNuclearRegulatoryCommission(NRC)staffinRockville,Maryland.Thepurposeofthismeetingwastodiscussindustry's commentsonChapter2,"StructuresandComponentsSubjecttoAgingManagementReview" oftheApril21,2000,DraftStandardReviewPlanfortheReviewofLicenseRenewal ApplicationsforNuclearPowerPlants(SRP-LR).NEIprovidedtheircommentsasahandoutat aJune26,2000,publicmeeting.Alistofmeetingattendeesisattached.DuringthemeetingthestaffaskedtheindustrytoclarifycertainofNEI'scomments.NRCStaffandNEIrepresentativesdiscussedcommentsoneachsectionofChapter2.Thestaffwilltake followingactionsasaresultofthediscussion;ScopingandScreeningMethodology(Section2.1):

.Thestaffwillreconsiderindustry'scommentaboutreviewsoffacility'sProbabilisticRiskAnalysis(PRA)andresultsoffacility'sIndividualPlantExaminationofExternalEvents(IPEEE)

.Thestaffwillclarifythatparagraph2.1.3.1onpage2.1.4doesnotimplythatacompilation,reviewandsubmissionofdocumentsthatmaycompriseCLBisrequired..Thestaffwillreconsiderwhetherthesubject"PieceParts"intheTable2.1.3isnecessarybasedontheexperiencefromtheinitialapplicationreviews.PlantLevelScopingResults(Section2.2),SystemScopingandScreeningResults:Mechanical(Section2.3),ScopingandScreeningResults:Structures(Section2.4),ScopingandScreeningResults:ElectricalandInstrumentationandControlSystems(Section2.5)

.NEI'scommentsgenerallyreflectaneedforclarifyingthestaff'sreviewapproach.Thestaffreviewapproachistosampletheapplicant'sscopingresults.Tocometoa"reasonableassurance"finding,thestaffshouldfindnoomission ofcomponentsandstructuresidentifiedbytheapplicantassubjecttoanaging managementreview(AMR).Thisisconsistentwiththestaffreviewoftheinitiallicenserenewalapplications. .NEIsuggestedthatthestaffshoulduseapplicant'sscopingmethodologytoreviewscopingandscreeningresults.However,thestaffperformsanindependentreviewoftheapplicant'sscopingandscreeningresults.The purposeoftheindependentreviewistoverifytheadequacyoftheapplicant's scopingmethodology.

.TheSRPprovidesguidancetothestafftoperformreview.NEIcommentswoulddeletemostoftheguidanceunderstaffreviewprocedures.ThisisnotconsistentwiththepurposeoftheSRP.
