L1C-109 ACCEPTANCE REVIEW FOR LICENSE AMENDMENT REQUEST FOR SPENT FUEL POOL REGION I CRITICALITY FOR PALISADES (TAC NO. ME0161) The above license amendment request (LAR) was submitted by Palisades in its application dated November 25, 2008. This LAR is required to correct the present Palisades Spent Fuel Pool (SFP) criticality issues caused by degradation of the SFP storage racks. To support fuel pool operations necessary to accommodate 2009 refueling activities, the licensee has requested a completion date of February 12, 2009. This provides a period of only two and a half months for the staff to complete its review. In accordance with L1C-109, Section 3.1, the staff has decided not to perform the acceptance review. This decision is due to the short turnaround time for the LAR, whereby any issues that would normally be identified during the acceptance review would be more efficiently resolved by the NRC staff beginning the detailed technical review directly.
