On December 30, 2011 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML113340041), the U.S. Nuclear Regulatory Commission (NRC, the Commission) issued the Amendment No. 204 to Facility Operating License No. NPF-30, for the Callaway Plant, Unit 1. The amendment consists of changes to the Technical Specifications (TSs) in response to your application dated December 10,2010, as supplemented by letters dated June 16, October 27, and December 13, 2011 (ADAMS Accession Nos. ML103470204, ML111680233, ML113010383, and ML113480060, respectively).
The amendment added new Surveillance Requirement (SR) 3.3.8.6, to TS 3.3.8, "Emergency Exhaust System (EES) Actuation Instrumentation." The new SR requires the performance of response time testing on the portion of the EES required to isolate the normal fuel building ventilation exhaust flow path and initiate the fuel building ventilation isolation signal mode of operation. The amendment also revised TS Table 3.3.8-1, "EES Actuation Instrumentation," to state that the new SR 3.3.8.6 applies to automatic actuation Function 2, Automatic Actuation Logic and Actuation Relays (BOP ESFAS), and Function 3, Fuel Building Exhaust Radiation Gaseous. In addition, the specified frequency of new SR 3.3.8.6 would be relocated and controlled in accordance with the licensee's Surveillance Frequency Control Program.
By e-mail datedJanuary19.2012(ADAMSAccessionNo.ML120670119). the licensee informed the NRC staff that Amendment No. 204 did not include the revised implementation schedule as requested in the licensee's supplement dated June 16, 2011. In that letter, the licensee revised its original request for implementation within 90 days with the following exception:
Since SR 3.3.8.6 is a new Surveillance Requirement the first required performance will come due by the end of the first surveillance interval that begins or is in effect on the date of implementation of this amendment. : 2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and Paragraph 2.C.(2) of Facility Operating License No. NPF-30 is hereby amended to read as follows:
(2)    Technical Specifications and Environmental Protection Plan*
The Technical Specifications contained in Appendix A, as revised through Amendment No. 204 and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
: 3. The amendment is effective on the date of NRC issuance, and is to be implemented by the refueling outage 19 scheduled for spring of 2013.

Dear Mr. Heflin:

On December 30, 2011 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML113340041), the U.S. Nuclear Regulatory Commission (NRC, the Commission) issued the Amendment No. 204 to Facility Operating License No. NPF-30, for the Callaway Plant, Unit 1. The amendment consists of changes to the Technical Specifications (TSs) in response to your application dated December 10,2010, as supplemented by letters dated June 16, October 27, and December 13, 2011 (ADAMS Accession Nos.
