AMENDMENT TO OPERATING LICENSE DPR-32 SURRY POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License DPR-32 for the Surry Power Station, Unit No. 1. The proposed change is enclosed.

We are requesting that Technical Specification 4.17.A for inaccessible snubbers be given an administrative extension for 21 days. This extension will allow continued operation of Surry Unit 1 until Surry Unit 2 returns to power operations following an extended refueling outage. This extension will maximize the use of our nuclear units and minimize the cost of replacement power, and the cost to the consumer, during a high load period. The proposed change is provided in Attachment 1. A discussion of the proposed change is provided in Attachment 2.

This request has been reviewed and approved by the Surry Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59.

We have reviewed this request in accordance with the criteria in 10 CFR

• 170.22. Since this request involves a safety issue which the staff should be able to determine does not involve a significant hazards consideration for Unit 1 a Class III license amendment fee is required. A check in the amount of $4,000 is enclosed in payment of the required fees.
