OYSTER CREEK NUCLEAR GENERATING STATION - REVIEW OFUPDATE 14 TO THE UPDATED FINAL SAFETY ANALYSIS REPORT (TAC NO. MC8812)The purpose of this memorandum is to document my review of the 14 th update to the OysterCreek Nuclear Generating Station (Oyster Creek) Updated Final Safety Analysis Report (UFSAR). The update was submitted to the Nuclear Regulatory Commission (NRC) by letter dated October 24, 2005, and included Update 14 to the Oyster Creek UFSAR, Revision 13 to the Oyster Creek Fire Hazards Analysis Report, and Revision 76 to the Operational Quality Assurance Plan. My review consisted of a representative sample of the submitted changes that were evaluated for their impact on previous licensing actions (such as license amendments).

Additionally, licensing actions issued during the update cycle were reviewed to ensure that any licensing basis document changes necessitated by the changes were made. I reviewed a sample of five of the referenced changes made pursuant to Title 10 of the Code of FederalRegulations (10 CFR) Section 50.59. The changes to the Oyster Creek licensing basis wereevaluated for their potential impact on previous NRC staff decisions. No impact on previous NRC staff decisions was identified during this review. Additionally, I reviewed those licensing actions issued within the time frame that the updatescovered. These actions were reviewed for changes to Oyster Creek licensing basis documents that needed to be implemented, as well as the maintenance of items that were used as the basis for regulatory decisions. This review identified Amendment No. 242, which implemented the Boiling Water Reactor Vessel and Internals Project and included revisions to the Oyster Creek UFSAR. It was noted that Revision 14 of the UFSAR did not include the revised pages as discussed in this amendment. AmerGen clarified that this change was still in the process of being implemented and would be reflected in the 15th revision to the Oyster Creek UFSAR. No other discrepancies were identified.
