POINT BEACH NUCLEAR PLANT, UNITS 1AND2 -CORRECTION LETTER REGARDING PLAN FOR THE ONSITE AUDIT REGARDING IMPLEMENTATION OF MITIGATING STRATEGIES AND RELIABLE SPENT FUEL POOL INSTRUMENTATION RELATED TO ORDERS EA-12-049 AND EA-12-051 (TAC NOS. MF0725, MF0726, MF0729, AND MF0730)
Dear Mr. McCartney:
By letter dated May 4, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 15117A666), the U.S. Nuclear Regulatory Commission (NRC) issued a plan for the Point Beach Nuclear Plant, Units 1 and 2 (Point Beach) onsite audit regarding implementation of Mitigating Strategies and Reliable Spent Fuel Pool Instrumentation related to Orders EA-12-049 and EA-12-051, respectively.
The plan outlines the onsite audit process, while the NRC staff is onsite at Point Beach from June 8 -12, 2015. After issuance of the May 4, 2015, audit plan, the NRC staff identified an administrative error regarding the activities associated with Order EA-12-051.
Specifically, the audit plan inadvertently omitted NextEra Energy Point Beach, LLC (NextEra)
Order EA-12-051 full compliance letter for Point Beach dated December 19, 2014 (ADAMS Accession No. ML 14353A047)
As stated in the audit plan, the audit process, to include the in-office and onsite portions, allows the NRC staff to assess whether it has enough information to make a safety evaluation of the Overall Integrated Plans (Of Ps). In addition, the audit plan specifies that the onsite portion will occur prior to declarations of compliance for the first unit at each site. Since NextEra informed the NRC staff on December 19, 2014, that it had achieved full compliance with the requirements of Order EA-12-051, the NRC staff will not perform an audit of the spent fuel pool instrumentation.
The NRC staff will utilize the request for additional information process, as needed, to obtain additional information from NextEra in support of its review of Point Beach's OIP for Order EA-12-051.
