SUMMARY

The Waterford 3 annual random testing rate is 50 percent. During this reporting period, approximately 25.1 percent of the population has been randomly tested. The rate of positive tests from random testing is 0.37 percent. The total random percentage for the year is 51.7percent.

POSITIVE RESULTS:

As shown on the attached sheets, there were a total of seven confirmed positive test results during this reporting period. Of the two samples that confirmed positive for marijuana, one confirmed due to the lower cut-off established by Entergy. Cocaine accounted for 71.4 percent of the positive test results.

MANAGEMENT ACTIONS:

During Pre-Access testing, one contractor sample was classifed as 'suspect' because of a low termperature reading on the sample. An additional specimen was collected under direct observation and classified as

'Other'. Both samples were sent to the confirmatory laboratory and both samples returned negative results.

One sample was collected due to request by management after an accident and classified as a 'for-cause' test. After further review, management decided the test was not warranted and changed the reason for the test to 'Other'. This sample returned negative results.

Access was denied to the five short-term contractors and one licensee employee that tested positive during Pre-Access testing. Management was notified and the individual's files were annotated to reflect the positive result and management's actions.

One licensee employee tested positive during random testing. This individual was a licensed nuclear operator. Management and the NRC were notified. The individual's file was annotated to reflect the positive result and management's actions.

During this reporting period, eight 'for-cause' collections were requested. Four collections were requested because of accidents. The other collections were requested due to behavioral observations. All 'for-cause' samples were returned with negative results.

There was one licensee employee and three contractors that participated in follow-up testing during this reporting period in accordance with other licensees' follow-up testing programs. Five tests were administered collectively and all test results were favorable.

EVENTS REPORTED TO THE NRC:

During this reporting period, there was one violation of the fitness for duty program that was reportable. A Licensced Operator tested positive for marijuana during random testing.

PROGRAM EVALUATION:

No programmatic problems were identified during this reporting period.
