STN 50 498, STN 50 499 ERDS Impleyentation Plan The Emergency Response Data System (ERDS) itoplementation program plan for South Texas Project Units 1 and 2 is attached pursunne to 10 CFR Part 50, Appendix E, V1.4.a.

The ERDS datalink will be .ented on the STP Emergency Responst Facility Data Acquisition and Disp 1 .em (ERFDADS) for each unit as separate single feeder sites. The ERFDADS s u . re was originally developed by the same systems group that developed ERDS for the NRC, now known as llALL1 BURTON NUS Energy Group. This group is intimately f amiliar with both rystems; consequently, no significant compatibility issues are anticipated. No problems are anticipated in nieeting the 15-60 second rate for transmitting the data.

Configuration management will be used as an integral part of this modification. The Data Point Library (DPL), Plant Attribute Library (PAL) and hardware ins,allation configuration will be incorporated into engineering design documents under engineering change procedures. The ERFDADS database is controlled by the Database Change Request (DBCR) Procedure. The ERFDADS sof tware is controlled by the Computer Software Change Request (CSCR) procedute. All of these procedures will be changed to reficct the spirit and intent of NUREG-1394, Rev. 1, to ensure the integr ny of the ERDS hardware and software configuration at each reactor unit. These procedure changes will include appropriate provisions to allow the NRC to review proposed ERFDADS modifications which could affect the data communication protocol in advance of these changes to ensure that the changes are compatible with the ERDS.

The Ernergency Response plan implementing procedures will be rnodified to require ERDS to be activated as soon as possible within one hour of the declaration of an Alert or higher emergency classification level. The procedure changes are scheduled on the attached implementation plan.
