Dear Mr. Denton:

Long Island Lighting Company hereby submits Amendment number 51 to its License Application, consisting of Revision 33 to the Final Safety Analysis Report (FSAR).

The following significant items are included in this revision:

1. Chapter 13 and Section 17.2 were substantially revised to reflect a recent management reorganization.
2. Sections 9.4 and II.E.4.2 were revised to allow for bypassing charcoal filters when venting the primary containment in accordance with the Technical Specification requirements.
3. Section 6.2 along with Table 6.2.3-1 and Figure 6.2.3-2 were revised to reflect the RBSVS temperature control redesign.
4. Table 12.3.4-1 " Area Monitors" was revised to agree with the Technical Specifications.
5. Sections 6.2, 7.3, 9.4, 11.4 and II.E.4.2 along with Tables 6.2.4-1, 11.4.3-1 and II.E.4.2-1, Figure 7.3.1-19A and Exhibits 223.99-9, 10, and 11 were amended to reflect the automatic isolation of containment purge lines via the RBSVS actuation revision.
6. Section 11.3 "Unmonitored Release Points" was updated in response to a Region I NRC inspection request.
7. Table 11.6.3-2 and Figure 11.6.3-2 were revised to agree with the Offsite Dose Calculation Manual (ODCM).

8. Section's 14.1, 14.3 and. Table 14.1.1-1 were revised in res-ponse to'the Notice of Deviation contained in Appendix A of Region'I' Inspection Report 50-322/84-31 dated September 12, 1984.

-9. Sections 5.'2, 6.3, 7.3 and.II.K.3.18 along with Tables

.6.3.3-4, 6.3.3-6, 7.-3.1-2, 7.3.2-2 and Figures 6.3.2-7A,.

7.3.1-6 and 7.3.1-7C were revised to reflect the ADS logic-modification.

Many.. of the -above -items reflect FSAR closure of concerns identi-fied~in the course of NRC Staff and LILCO review of the Shorehars

-license application and Region I on-site engineering review.

Three (3) signed originals of Amendment 51 and an additional sixty >

Long Island Lighting Company hereby submits Amendment number 51 to its License Application, consisting of Revision 33 to the Final Safety Analysis Report (FSAR).
