LONG ISLAND LIGHT COMPANY Operating License NPF-36 Docket 50-322 License Change Application 5 This License Change Application requests modification to Operating License NPF-36 for the Shoreham Nuclear Power Station

1) To clearly indicate the location of two' meteorological towers on Technical Specification Figures 5.1.1-1 and 5.1.3-1.
2) To correct a Technical Specification-internal inconsistency regarding the organization chart Figure 6.2.2-1.

The requests and supporting documentation are contained in Attachments 1 and 2, respectively, to this License Change Application.

Attachment 1 To License Change' Application 5

1.0 DESCRIPTION

OF CHANGE Change-Technical Specification Section 5.5.1 to read, "The 33 foot meteorological tower shall be located as shown on Figure 5.1.1-1. The 400 foot meteorological tower shall be located as shown on Figure 5.1.3-1." This change will be as shown on Exhibit 1A.

In-addition, substitute enclosed Figures 5.1.1-1 and 5.1.3-1 (Exhibits 1B and C, respectively) for the existing figJres.

2.0 REASON FOR CHANGE The present text and figures indicate only one tower.

This revision of the Technical Specifications does not {

involve a physical change at the plant. It makes Section 5.5.1 consistent with Section 3.7.7.3.

l 3.0 BASIS FOR NO SIGNIFICANT HAZARDS FINDING In addition to the basic criteria of 10 CFR 50.92(c) addressed below, this amendment request falls ~within the guidance provided by the commission (48 FR 14870) regarding examples of amendments that are not likely to involve significant hazards considerations. Specifically, this proposed amendment is an " administrative change" to technical specifications: for example, a change to achieve consistency throughout the technical specifications, correction of an error, or a change in nomenclature."

Q1: Does the change involve a significant increase in the probability or consequences of an accident?

A1: No. The changes merely correct errors in the description of meteorological towers in Section 5.5.1.

02: Does the change create the possibility of a new or different kind of accident from any accident previously evaluated?

A2: No. The changes only clarify the location of the meteorological towers, not change the location.

03: Does the change involve a significant reduction in margin of safety?

A3: No. The changes do not change the functionability or integrity of any safety related system.
