Dear Mr. Denton:

Long Island Lighting Company hereby submits its License Applica-tion, consisting of Revision 32 to the Final Safety Analysis Report.

The following significant items are included in this revision:

1. Sections 5.5, 7.3, 7.4, 7.6 and Appendix 7B were updated to reflect the incorporation of the analog trip system.
2. Table 14.1.1-1 was revised to address I&E Inspection Item 83-23-04.
3. Table 7.3.1.3 was revised to provide consistency with the technical specifications and to reflect a change made to the core spray break detection instrumentation.
4. Figure 5.2.2-2A (also Figure 7.3.1-12C) was revised to make the FSAR consistent relative to the common zero water level for fuel zone water level instrumentation.
5. Volume 16,Section II.K.l.5 was revised in response to I&E Inspection Item 82-04-07.
6. Volume 16, Figure II.B.2-17 was revised to provide consistent post-accident dose rates in the area of the hydrogen recombiners.

7 Section 3.12 has been revised to stipulate electrical separation criteria for lighting fixture cords.

8. Section 6.2.3 was revised to reflect as-built capacities of-the RBSVS system.

9 .- Section 9.4.6 was revised to reflect as-built require-ments and conditions of the Drywell Air Cooling System.

10. Section 13.1.3 was revised to delete the statement that ANS 3.1 Draft Revision 12/6/79 was used as guidance in developing qualification requirements for station person-nel. As noted by the staff in Supplement No. 1 to the SER, the individual requirements which were proposed by LILCO were reviewed by the staff against Regulatory Guide 1.8 Revision 1-R, September 1975.
11. Sections 13.1.3.18 and 13.1.3.19 (on Watch Engineer &

Shift Supervisor qualifications and the use of the Shift Technical Advisor) had been inadvertently changed in Rev. 30 to the FSAR. These sections have been revised so as to basically agree with the pre-Rev. 30 version and to bring the sections into conformance with the technical specifications.

12. Section 13.1.3.25, " Technicians", was revised to reflect the qualification requirements contained in Regulatory Guide 1.8, Revision 1-R, September 1975, which endorses ANSI 18.1-1971 (this information was submitted via letter SNRC-971 dated 10/17/83).
13. Section 13.2.1.2.6 was revised to accurately reflect the indoctrination and training that each member of the fire brigade will receive. This revision does not conflict with the requirements of 10CFR 50, Appendix R.
14. The response to NRC Request 212.97 was revised to include

.the performance of decay test to verify integrity of the ADS accumulator system.

15. The responses to NRC Request 223.88 and 223.100 were revised to clarify that the RBSVS and CRAC system logic, when initiated by an automatic signal, require clearing of the signal and appropriate reset prior to any components changing position to normal.
16. Section 13.1.3.26 was revised to ensure consistency with station procedures and Volume 16 of the FSAR relative to STA Qualifications.
