97 - So1 - 00 2 of 2 HACKGROUND On March 6,- 1997, a contract employee was fingerprinted as part of the initial River Bend Station (RBS) processing for unescorted access. The fingerprints were submitted for background verification on the same day.

On May 14,1997, the employee was granted temporary unescorted access, based upon satisfactorily completing the initial RBS access processing requirements. The RBS process for granting temporary access includes -

among other things - an employment check for the last year, a credit check, identity verification through one photo identification (e.g. driver's license), and passing a psychological evaluation. The responsibilities of the contract employee included moving furniture and occasionally changing light bulbs, REPORTED CONDITION On July 29,1997, with the plant at 1% power in mode 2 (start-up), RBS received Federal Bureau of Investigation (FBI) fingerprint results listing several arrests and convictions for the employee, beginning in IE 72. The employee's access was immediately suspended. This event is reportable pursuant to 10CFR73.71(b)(1).

INVESTIGATION The individual was on-site when the FBI fingerprint results were received on July 29th, and was brought in and interviewed. During the interview, the employee stated that he was not aware that any of the charges constituted felonies and that, to the best of his knowledge, all of them were misdemeanors. RBS has not been able to substantiate thus far that felony convictions are not included. Also, the individual has not provided information to show that no felonies are included. The individual's access to RBS has been denied.

ROOT CAUSE The cause for this event was the contract employee's failure to provide accurate and complete information.

CORRECTIVE ACTIONS TO PREVENT RECURRENCE RBS programs and procedures functioned as expect. Jo actions are necessary to prevent recurrence.

SAFETV ASSESSMENT '

During the time in which the employee had access to the RBS protected area, responsibility included moving fumiture and changing light bulbs. His keycard allowed general protected area access only. The employee did not have access to radiological controlled areas or vital areas of the plant. Therefore, this condition had no safety significance.
