On September 5,1997, with the plant in mode 1 at 90% power, River Bend Station (RBS) received background investigation results on a contract employee which reflected termination from a prior employer due to positive drug test results. The individual had been granted temporary unescorted access on July 17,1997, in accordance with RBS procedures. This discrepancy is reportable pursuant to 10CFR73.71(b)(1),

immediate actions included deletion of the employee's key card. The contract em ployee was interviewed and stated that the information was not disclosed because the employee felt unescorted access would be denied. The cause of this event was incomplete information provided by the employee RBS programs and procedures functioned as expected in detecting and resolving this issue.

During the time in which the employee had access to the RBS protected Area, primary responsibilities included building a tool trailer and inventorymg tools. A check of the employce's keycard access history showed no entry to vital areas of the plant. Therefore, this condition had no safety sigmficance.

River Bend Station 05000 4 58 a MMP TJ,5 97 - S02 - 00 2 of 2 BACKGROUND On July 17,1997, a contract employee was granted temporary unescorted access, based upon satisfactorily completing the initial RUS access processing requirements. The RBS process for granting temporary access includes among other things an employment check for the last year, a credit check, identity verification through one photo identification (e.g. driver's lleense), and passing a psychological evaluation. The primary i responsibilities of the contract employee included construction of a tool trailer and inventory of tools. The trailer and tools are to be used on the Turbine floor during the upcoming refueling outage, scheduled to begin on l September 12th. l l

l REPORTED CONDITION On September 5,1997, with the plant at 90% power in mode 1 (power operation), RBS received background investigation results for the contract employee which tellected termination from a prior employer due to positive drug test results. The employee's access was immediately deleted. This event is reportable pursuant to 10CFR73.7)(b)(1).

INVESTIGATION The individual was on site when the background investigation results were received on September 5th and was brought in and inteniewed. During the interview, the employee stated the information was not disclosed because the employee felt that unescorted access would be denied. The individual's access to RBS has been removed.

ROOT CAUSE The cause for this event was the contract employee's failure to provide accurate and complete infonnation.

CORRECTIVE ACTIONS TO PREVENT RECURRENCE RBS programs and procedures functioned as expected. No actions are necessary to prevent recurrence.
