Fifth Ten-Year Inservice Inspection Interval Limited Examinations Ladies and Gentlemen: Pursuant to 10 CFR 50.55a(g)(5)(iii), Duke Energy Progress (Duke Energy) hereby requests approval for relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section XI, 2007 Edition through the 2008 Addenda for the H. B. Robinson Steam Electric Plant, Unit No. 2. Enclosure 1 contains details regarding this request and Enclosure 2 contains supporting non-destructive examination (NDE) data. Some information within pages 1 through 17 of Enclosure 2 have been redacted to remove information proprietary to Framatome Inc. (Framatome). The corresponding proprietary pages are provided in Enclosure 4. In accordance with 10 CFR 2.390, it is requested that Enclosure 4 be withheld from public disclosure. An Affidavit signed by Framatome (the owner of the information) attesting to the proprietary nature of the information is provided in Enclosure 3. == Description:== Limited Volumetric, Surface and Visual Examination Coverage Component Number: See Tables 1 and 2 for a list of Component IDs 2.0 APPLICABLE CODE EDITION AND ADDENDA: The H.B. Robinson Steam Electric Plant (RNP), Unit 2 Fifth Inservice Inspection (ISI) Interval is based on the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section XI, 2007 Edition through the 2008 Addenda. 3.0 APPLICABLE CODE REQUIREMENTS: 3.1 Examination Category B-A The extent of examination requirement for Examination Category B-A, Item Number B1.11, per Table IWB-2500-1, requires a volumetric examination of all Circumferential Shell Welds, as shown in Figure IWB-2500-1. Item Number B1.12, per Table IWB-2500-1, requires a volumetric examination of all Longitudinal Shell Welds as shown in Figure IWB-2500-2. Item Number B1.30, per Table IWB-2500-1, requires a volumetric examination of all shell-to-flange welds as shown in Figure IWB-2500-4. 3.2 Examination Category B-J The extent of examination requirement for Examination Category B-J, Item Number B9.11 requires that essentially 100% of each weld requiring examination receive a surface and volumetric exam as shown in Figure IWB-2500-8. 3.2 Examination Category C-C The extent of examination requirement for Examination Category C-C, Item Number C3.10 and C3.20, per Table IWC-2500-1 requires a surface examination of 100% of the required areas of each welded attachment as shown in Figure IWC-2500-5. 3.3 Examination Category F-A The extent of examination requirement for Examination Category F-A, Item Number F1.40, per Table IWF-2500-1, requires a visual VT-3 examination of 100% of the Reactor Pressure Vessel nozzle supports as shown in Figure IWF-1300-1.

Robinson Steam Electric Plant, Unit 2 Relief Request RA-23-0300 Page 2 of 12 4.0 IMPRACTICALITY OF COMPLIANCE: Pursuant to 10 CFR 50.55a(g)(5)(iii), relief is requested on the basis that conformance with ASME Section XI Code requirements is impractical as conformance would require extensive structural modifications to the components or surrounding areas. RNP Unit 2 systems and components were designed and fabricated before the examination requirements of the ASME Section XI Code were formalized and published. Therefore, the RNP was not specifically designed to meet the requirements of the ASME Section XI Code and full compliance is not feasible or practical within the limits of the current plant design. 10 CFR 50.55a recognizes the limitations to inservice inspection of components in accordance with the ASME Section XI Code that are imposed due to early plants' design and construction. Due to the original design of these components, it is not feasible to effectively perform the examination to the extent required for welds and supports, greater than 90% of the volume and/or area. Therefore, relief is requested on the basis that the ASME Section XI Code requirements to examine these components are impractical due to physical obstructions, plant location, and/or component geometry. RNP Unit 2 is unable to satisfy the ASME Section XI code requirements to perform a volumetric, surface, or visual examination of these components due to the physical component configuration, interference from permanent plant equipment, single-sided access, etc. RNP Unit 2 would incur significant engineering, material, and installation costs to perform such modifications without a compensating increase in the level of quality and safety. Table 1 provides a summary of the examination limitations for each component for which relief is requested. The table also indicates the outage the component was examined, the coverage percentage obtained for each component, and other pertinent design information. This table is the cumulative list of the limited ASME Section XI examinations performed during the fifth ISI interval. Enclosure 2 provides non-destructive examination (NDE) data and coverage plots that detail the examination limitations. Accordingly, pursuant to 10 CFR 50.55a(g)(5)(iii), Duke Energy has determined that conformance with the code requirement to examine essentially 100% of the weld volume or area is impractical due to various constraints and limitations as stated above. Duke Energy requests NRC approval of the proposed alternative as stated below. 5.0 BURDEN CAUSED BY COMPLIANCE: Compliance with the applicable ASME Section XI Code volumetric examination requirements can only be accomplished by redesigning and refabricating the subject and/or surrounding components. Based on this, the ASME Section XI Code requirements are deemed impractical in accordance with 10 CFR 50.55a(g)(5)(iii).

Robinson Steam Electric Plant, Unit 2 Relief Request RA-23-0300 Page 3 of 12 6.0 PROPOSED ALTERNATIVE AND BASIS FOR USE: On the basis that obtaining the required examination coverage is impractical due to physical obstructions and limitations imposed by original plant design and fabrication, no alternative examination for additional UT (Ultrasonic Testing) or VT (Visual Testing) examination coverage is proposed. RNP/Duke Energy has determined the completed UT and VT examinations are an acceptable alternative that provides reasonable assurance of continued structural integrity. 6.1 Examination Category B-A RNP Unit 2 has performed the ASME Section XI Code required examinations to the extent practical, maximizing code coverage, which are documented in Table 1. Examinations were limited due to the location of the RPV Core Support Lugs and Keyway/Specimen Slots. Due to the design of the reactor vessel and location of the Core Support Lugs and Keyway/Specimen Slots causing these limitations, there are no alternative examination techniques currently available to increase coverage. In addition, VT-2 visual examinations associated with the Class 1 leakage test are performed each refueling outage. The volume of coverage obtained during the UT examinations along with ongoing leakage tests every refueling outage provide adequate assurance that any flaw(s) that might have propagated through the subject welds are identified and repaired prior to returning the plant to power operation. Thus, an acceptable level of quality and safety will have been achieved and public health and safety will not be endangered by allowing the proposed alternative examinations in lieu of the Code requirement. 6.2 Examination Category B-J RNP Unit 2 has performed the ASME Section XI Code required examinations to the extent practical, maximizing code required coverage, which are documented in Table 1. The limitations incurred resulted from plant configuration and CASS (Cast Austenitic Stainless Steel) materials and the close proximity of an adjacent weld. No alternative examination techniques are currently available to increase coverage, and there are no existing qualified techniques to claim coverage on CASS materials. In addition, surface examinations were performed satisfactorily with 100% coverage obtained on the subject welds along with VT-2 visual examinations associated with the Class 1 leakage test performed each refueling outage. The volume of coverage obtained during the UT examinations along with ongoing leakage tests every refueling outage provide adequate assurance that any flaw(s) that might have propagated through the subject welds are identified and repaired prior to returning the plant to power operation. Thus, an acceptable level of quality and safety will have been achieved and public health and safety will not be endangered by allowing the proposed alternative examinations in lieu of the Code requirement. 6.3 Examination Category C-C RNP Unit 2 has performed the ASME Section XI Code required examination to the extent practical, maximizing code required coverage. Table 1 details the limitations incurred. Due to the physical interferences causing the limitations, there are no alternative examination techniques currently available to increase coverage. In addition, the VT-3 examination of the support revealed no relevant conditions. Also, as a defense in depth measure, the VT-

The volume of coverage obtained during the MT (Magnetic Particle Testing) examinations along with VT-3 examination of the support and ongoing leakage tests each inspection period provides adequate assurance that any flaw(s) that might have propagated through the subject welded attachments are identified and repaired prior to returning the plant to power operation. Thus, an acceptable level of quality and safety will have been achieved and public health and safety will not be endangered by allowing the proposed alternative examinations in lieu of the Code requirement. 6.4 Examination Category F-A RNP Unit 2 has performed the ASME Section XI Code required examinations to the extent practical, maximizing code required coverage. Table 1 details the limitations incurred. The reactor vessel is supported by three supports located on the underside of each of the inlet nozzles. Each support bears on a support shoe, which is fastened to the building support structure. Examination access to the reactor vessel supports is through the air ductwork for HVE-6 (Reactor Support Fan) with a crawler inside the reactor coolant pump bays. Access to examine the supports is from the ductwork facing the vessel supports with minimal mobility behind the supports, thereby creating a limited visual examination. This is the only access to the supports. These VT-3 examinations were performed to the latest technology available at the time of the examination and examination achieved the maximum amount of coverage possible. Due to the physical interferences causing these limitations, there are no alternative examination techniques currently available to increase coverage. 7.0 DURATION OF PROPOSED ALTERNATIVE: This request is proposed for the RNP Unit 2, Fifth Inservice Inspection Interval identified below: RNP Unit 2, Fifth Inservice Inspection Interval: Start Date: July 21, 2012 End Date: February 19, 20231 Note 1: The Fifth interval end date was extended in accordance with IWA-2430(c)(1).

The exam was performed after a steam cleaning activity to assist in examination improvements based on previous data exhibiting evidence of boron and debris located throughout the support. This examination is considered best effort due to physical access and inability to freely clean the area. This current examination evolution allowed access to the majority of the remaining 2 chambers beyond the area containing first RPV Cold Leg Support Baffle Plate upon Initial entry; this ls the first-time access has been granted to tho area for visual examination beyond the first RPV Cold Leg Support Baffle Plate. Total visual examination coverage was performed to the extant practical utilizing modified tooling to obtain optimal coverage. Support component areas have been cleaned to the best ability with the steam cleaning process followed by the code required VT-3 Examination directly after cleaning efforts. Nonrelevant conditions have been identified (see conditions listed below) during VT-3 Visual Examination per NDE-NE*ALL-7302, Rev.003 the typical general condition of the support does not visually present signs of structural degradation that impedes the current integrity of the component support to perform the intended function. There is no visual evidence of the following relevant condition attributes:
- Structural deformation or degradation threatening to the purposeful intent of the component.
- Detached, broken, loosened component support items.
- Misalignment of existing support component items.
- Material Wastage General Typical Condition Visually Noted during the VT-3 Visual Examination include:
(Reference attached typical condition, Images 1-4. Images and video provided to NOE ISi Coordinator.)
- Boron: LighUModerate boron identified throughout.
- General Corrosion and Surface Roughness: Surface corrosion exits which does not reduce the load bearing capacity of the support (no visual evidence of material wastage).
- Foreign Material: Corrosion Product, Flaking Paint, Boron Debris, Rocks, Nails, Welding Rods, Welding Caddie, Rags, etc.
Historic Findings: Reference RNP R0-32 historic documents EC 418725: Attachments A through C, "Structural Engineering Review and Comparison of RX Vessel Support Material Condition" for background information pertaining to history of identified cavity leakage within the Reactor Vessel Support areas. EC 418725 concluded that the condition of the Reactor Vessel supports are acceptable for continued service based on structural review of past inspection images, engineering change packages, condition reports, examination of critical structural parameters. As expected prior to commencing visual examination, portions of this examination cannot physically be reached with crawler/visual inspection tooling. Some portions will be limited due to physical access and some portions will be limited due to foreign material masking. To quantify an achieved estimated visual examination coverage a plan view sketch is utilized to illustrate limited areas not accessible for visual examination. All accessible surfaces have been visually examined to the extent practical. The coverage obtained is a conservative figure as the exam potentially captured more examination coverage. The exam was performed after a steam cleaning activity to assist in examination improvements based on previous data exhibiting evidence of boron and debris located throughout the support. This examination is considered best effort due to physical access and inability to freely clean the area. This current examination evolution allowed access to the majority of the remaining 2 chambers beyond the area containing first RPV Cold Leg Support Baffle Plate upon initial entry; this is the first-t ime access has been granted to the area for visual examination beyond the first RPV Cold Leg Support Baffle Plate. Total visual examination coverage was performed to the extent practical utilizing modified tooling to obtain optimal coverage. Support component areas have been cleaned to the best ability with the steam cleaning process followed by the code required VT-3 Examination directly after cleaning efforts. Nonrelevant conditions have been identified (see conditions listed below) during VT-3 Visual Examination per NDE-NE-ALL-7302, Rev.003 the typical general condition of the support does not visually present signs of structural degradation that impedes the current integrity of the component support to perform the intended function. There is no visual evidence of the following relevant condition attributes:
- Structural deformation or degradation threatening to the purposeful intent of the component.
- Detached, broken, loosened component support items.
- Misalignment of existing support component items.
- Material Wastage General Typical Condition Visually Noted during the VT-3 Visual Examination include:

- Boron: Light/Moderate boron identified throughout.

Historic Findings: Reference RNP R0-32 historic documents EC 418725: Attachments A through C, "Structural Engineering Review and Comparison of RX Vessel Support Material Condition" for background information pertaining to history of identified cavity leakage within the Reactor Vessel Support areas. EC 418725 concluded that the condition of the Reactor Vessel supports are acceptable for continued service based on structural review of past inspection images, engineering change packages, condition reports, examination of critical structural parameters. As expected prior to commencing visual examination, portions of this examination cannot physically be reached with crawler/visual inspection tooling. Some portions will be limited due to physical access and some portions will be limited due to foreign material masking. To quantify an achieved estimated visual examination coverage a plan view sketch is utilized to illustrate limited areas not accessible for visual examination. All accessible surfaces have been visually examined to the extent practical. The coverage obtained is a conservative figure as the exam potentially captured more examination coverage. My name is Gayle Elliott. I am Director, Licensing and Regulatory Affairs, for Framatome Inc. (Framatome) and as such I am authorized to execute this Affidavit.
- 2.
I am familiar with the criteria applied by Framatome to determine whether certain Framatome information is proprietary. I am familiar with the policies established by Framatome to ensure the proper application of these criteria.
- 3.
I am familiar with the Framatome information contained in excerpts from Engineering Information Record 180- 9357489-000, titled "H.B. Robinson Nuclear Plant Unit 2 2R33 Reactor Pressure Vessel 10 Year ISi Weld Final Report," and referred to herein as "Document." Information contained in this Document has been classified by Framatome as proprietary in accordance with the policies established by Framatome for the control and protection of proprietary and confidential information.

This Document contains information of a proprietary and confidential nature and is of the type customarily held in confidence by Framatome and not made available to the public. Based on my experience, I am aware that other companies regard information of the kind contained in this Document as proprietary and confidential.

This Document has been made available to the U.S. Nuclear Regulatory Commission in confidence with the request that the information contained in this Document be withheld from public disclosure. The request for withholding of proprietary information is made in accordance with 10 CFR 2.390. The information for which withholding from disclosure is requested qualifies under 10 CFR 2.390(a)(4) "Trade secrets and commercial or financial information."

The following criteria are customarily applied by Framatome to determine whether information should be classified as proprietary: (a) The information reveals details of Framatome's research and development plans and programs or their results. (b) Use of the information by a competitor would permit the competitor to significantly reduce its expenditures, in time or resources, to design, produce, or market a similar product or service. (c) The information includes test data or analytical techniques concerning a process, methodology, or component, the application of which results in a competitive advantage for Framatome. (d) The information reveals certain distinguishing aspects of a process, methodology, or component, the exclusive use of which provides a competitive advantage for Framatome in product optimization or marketability. (e) The information is vital to a competitive advantage held by Framatome, would be helpful to competitors to Framatome, and would likely cause substantial harm to the competitive position of Framatome. The information in this Document is considered proprietary for the reasons set forth in paragraphs 6 (d) and 6(e) above.

In accordance with Framatome's policies governing the protection and control of information, proprietary information contained in this Document has been made available, on a limited basis, to others outside Framatome only as required and under suitable agreement providing for nondisclosure and limited use of the information.
