Staff Requirements - SECY-22-0109 - Proposed Rule: Renewing Nuclear Power Plant Operating Licenses-Environmental Review, dated January 23, 2023 This letter provides notification that Duke Energy Progress, LLC (Duke Energy), intends to submit a Subsequent License Renewal Application (SLRA) for the Operating License for H. B.

Robinson Steam Electric Plant (RNP), Unit 2.

The first renewed Operating License for RNP, Unit 2 was issued on April 19, 2004, and will expire at midnight on July 31, 2030. Duke Energy intends to submit an SLRA in support of a Renewed Operating License for RNP, Unit 2 in accordance with 10 CFR Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants," by second quarter of 2025.

On March 3, 2023, a proposed rule to amend Part 51 of Title 10 of the Code of Federal Regulations, "Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions" was published in the Federal Register. As part of this amendment, the NRC prepared a draft Revision 2 to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (LR GEIS), along with a draft of two guidance documents (Regulatory Guide 4.2, Supplement 1, "Preparation of Environmental Reports for Nuclear Power Plant License Renewal Applications" and NUREG-1555, Supplement 1, "Standard Review Plans for Environmental Reviews for Nuclear Power Plants, Supplement 1:

Operating License Renewal") . The SLRA submittal for RNP, Unit 2 will be based on this final rule and the above-mentioned guidance documents.

This notification is being provided consistent with RIS 2009-06, "Importance of Giving NRC Advance Notice of Intent to Pursue License Renewal," dated June 15, 2009. As discussed in

U.S. Nuclear Regulatory Commission Serial : RA-23-0055 Page 2 RIS 2009-006, Duke Energy will keep the NRC informed of any changes to the anticipated schedule for filing the SLRA for RNP , Unit 2 to facilitate NRC efforts to plan for processing of license renewal applications .
