Fermi Unit 2 Snubber Program for the Fourth 10-Year Testing Interval In accordance with American Society of Mechanical Engineers Code for Operation and Maintenance of Nuclear Power Plants (ASME OM Code), Subparagraph ISTA-3200(a),

Inservice Testing (IST) Plans shall be filed with the regulatory authorities having jurisdiction at the plant site. The Snubber Program Plan was not included with submittal of the Fourth 10-Year Interval Inservice Testing Program on January 25, 2021, and this oversight was captured and is being addressed under Fermi CARD 22-28959 to prevent recurrence. Submission of this letter is to provide the Snubber Program Plan for the Fourth 10-Year Interval.

No new commitments are being made in this submittal.

1.0 PURPOSE Snubber Program Revision 1 Page 1 of 22 1.1 This Snubber Program Plan establishes and defines the administrative requirements as required by Fermi Unit 2 Nuclear Power Plant (Fermi 2) Technical Requirements Manual (TRM) Section 5.1.1. The primary purpose of this program is to ensure the operational readiness of all Safety Related mechanical and hydraulic snubbers by providing requirements for periodically examining, testing, and monitoring the service life of each snubber.

1.2 Fermi 2 is implementing the requirements of ASME Code for Operation and Maintenance of Nuclear Power Plants (OM Code), Subsections ISTA and ISTD, 2012 Edition, as allowed by 10CFR50.55a. Fermi 2 is also implementing OM Code Case OMN-13, "Requirements for Extending Snubber Inservice Visual Examination Interval at L WR Power Plants", as approved in Regulatory Guide 1.192, issued March 2017.

1.3 Letter NRC-19-0017 was filed with the Nuclear Regulatory Commission (NRC) to request regulatory relief for the use of ASME OM Code Case OMN-13. RR-Sl was approved by the NRC on 10/3/19 and is acceptable for use at Fermi 2.

2.0 SCOPE 2.1 The Snubber Program implements the requirements of the OM Code, as applicable, for the Fourth Ten-year Interval, May 2, 2019 through December 31, 2029.

2.2 The Snubber Program scope includes mechanical and hydraulic snubbers, which are divided into two groups, "safety" related snubbers and "non-safety" related snubbers. Safety Related snubbers are those used in systems that are required to perform a specific function in shutting down a reactor to the safe shutdown condition, in maintaining the safe shutdown condition, or in mitigating the consequences of an accident, or to ensure the integrity of the reactor coolant pressure boundary. Non-Safety Related snubbers are not addressed by 10CFR50.55a or OM Code requirements and therefore are considered an augmented scope.

2.3 All snubbers subject to examination and testing in accordance with the Snubber Program are listed in SnubbWorks.

2.4 The Snubber Program supports the requirements of 1 0CFR50.65, Maintenance Rule, through implementation of condition monitoring activities to provide reasonable assurance that structures, systems and components within the scope of the Snubber Program will perform their intended functions.

2.5 The examination boundaries for the OM Code shall include the snubber assembly from pin to pin, inclusive. The requirements for the examination of piping and structural attachments shall continue to be in accordance with ASME Section XI, IWF-5200(c) and IWF-5300(c) (the examination of integral and non-integral attachments for snubbers, including lugs, bolting, pins, and clamps).

4.2 Definitions 4.2.1 Acceptable/Satisfactory - A snubber condition whereby all examination or test parameters have been met and the snubber is determined to be capable of performing its design function.

4.2.2 Accessible Snubbers - Those snubbers that can be accessed during normal reactor operation.

4.2.3 Activation - The change of condition from passive to active, in which the snubber resists rapid displacement of the attached pipe or component.

4.2.4 Activation Velocity - The velocity at which the snubber provides restraint of motion.

4.2.5 Application-Induced Failures - Failures resulting from environmental conditions or application of the snubber for which it has not been designed or qualified.

4.2.6 As-Found - The condition of a snubber as it exists in the system prior to any preventive maintenance, corrective maintenance, or removal.

4.2.7 As-Left - The condition of a snubber as it exists in the system after any preventive maintenance, corrective maintenance, or installation.

Snubber Program Revision 1 Page 4 of 22 4.2.8 Authorized Nuclear Inservice Inspector (ANII) - A person who is employed and has been qualified by an Authorized Inspection Agency to verify that examinations, tests and repairs are performed in accordance with the rules and requirements of Section XI.

4.2.9 Augmented Scope - An examination or testing program that addresses additional requirements as established by the Owner or other Regulatory Authority or Agencies that may not require complete compliance with the requirements of the OM Code.

4.2.10 Bench Testing - Functional testing of snubbers utilizing the Wyle Model 100/150 Test Bench or similar equipment.

4.2.11 Bleed Rate - Synonymous to Release Rate - The rate of axial snubber movement under a specified load after activation of the snubber takes place.

4.2.12 Breakaway Force - The minimum applied force required to initiate extension or retraction of the snubber.

4.2.13 Cold Set Dimension - The dimension where the snubber was set during initial start-up with the system in its designed cold condition ( e.g., filled and vented, ambient temperature). The dimension is typically found on the hanger sketch.

4.2.14 Component - An item in a nuclear power plant such as a vessel, pump, valve, piping system or component support.

4.2.15 Component Support - A metal support designed to transmit loads from a component to the load carrying building or foundation structure. Component supports include piping supports and encompass those structural elements relied upon to either support the weight or provide structural stability to components.

4.2.16 Cylinder - The hydraulic pressure vessel, which houses the piston, gland, seals and other components that make up the moving part of the snubber.

4.2.17 Dead Band - The clearance or play (axial movement) in the snubber and snubber attachment assembly before motion causes activation.

4.2.18 Defined Test Plan Group (DTPG) - A population of snubbers from which samples are selected for testing.

4.2.19 Degraded Snubber - For visual examination, a condition in which the snubber has one or more visual examination parameters that are unacceptable, but the parameter(s) are not serious enough to warrant classifying the overall snubber condition as unacceptable (i.e., low fluid level).

For functional testing, a condition in which the snubber still performs the required actions during the test (i.e., activation and bleed), but the actual values obtained are predicted to trend outside the acceptance range prior to the next test interval.

4.2.20 Design or Manufacturing Induced Failures - A failure resulting from a potential defect in manufacturing or design that gives cause to suspect other similar snubbers. This includes any snubber that fails to withstand the environment or application for which it is designed.

4.2.21 Diagnostic Testing - Testing to determine the cause or mechanism associated with failure, degradation, or performance anomaly of a snubber.

4.2.22 Drag - The internal frictional resistance of a snubber to movement.

Snubber Program Revision 1 Page 5 of 22 4.2.23 Drag Force - The force that will sustain low-velocity snubber movement, without activation, throughout the working range of the snubber stroke.

4.2.24 Dynamic Loads - Forces caused by seismic motion, water or steam hammer, pressure pulses, relief valve thrust, and some system vibratory motion.

4.2.25 Dynamic Restraint (Snubber) - A device that provides restraint to a component or system during a sudden application of force, but allows essentially free motion of the component or system during thermal movement.

4.2.26 End Attachments - The connections at either end of the snubber (eyes, clevises, etc.)

that are used to connect the snubber to piping, equipment or structural members.

4.2.27 Engineering - The plant group that provides clear and concise design requirements for both Fermi 2 and vendor installed equipment to ensure that all requirements are met relative to snubbers.

Engineering also performs evaluations for degraded or unacceptable snubbers and maintains and implements the Snubber Program.

4.2.28 Examination - The performance of visual observing, monitoring or measuring to determine conformance to specified requirements (i.e., fluid levels, settings, installation of locking devices, etc.)

4.2.29 Examination Group - A composition of snubbers, which have been selected for examination.

4.2.30 Failure Mode - The manner in which a snubber fails to perform its intended function.

Generally, this is either an active (locked up) failure or a passive (totally unrestricted) failure.

4.2.31 Failure Mode Group (FMG) - A group of snubbers that have failed and those other snubbers that have similar potential for similar failure.

4.2.32 Fasteners - Securing devices such as lock wire, locking tabs, jam nuts, bolts, attachment welds, cotter pins, etc. which can be detected by visual observation.

4.2.33 Freedom-of-Motion - Manual stroke of snubber through its full range of motion. This is commonly used to check suspected transient snubbers for damage.

4.2.34 Functional Adequacy - Synonymous to Operational Readiness - The ability of a snubber or system to perform its intended function.

4.2.35 Functional Testing - Synonymous to Operational Readiness Testing - Measurement of the required parameters that verify snubber operational readiness or functional adequacy.

4.2.36 Hydraulic Snubber - A dynamic restraint device in which load is transmitted through a hydraulic fluid.

4.2.3 7 Inaccessible Snubbers - Snubbers that are in a high radiation area or other conditions that would render it impractical for the snubbers to be examined under normal plant operating conditions without exposing plant personnel to undue hazards.

Snubber Program Revision 1 Page 6 of 22 4.2.38 Inservice Examination - Visually observing, monitoring, or measuring the condition of a snubber after it has been in service.

4.2.39 Inservice Test - A functional test performed on a snubber to assess operational readiness after the snubber has been in service.

4.2.40 Lisega Hydraulic Snubber - Manufacturer of hydraulic snubbers used at Fermi 2.

4.2.41 Maintenance - Replacement of parts, adjustments, and similar actions that do not change the design ( configuration and material).

4.2.42 Maintenance, Repair and Installation-induced Failures - Failures that result from damage during maintenance, repair or installation activities that may cause other snubbers to be suspect.

4.2.43 Mechanical Snubber - A dynamic restraint devices in which load is transmitted entirely through mechanical components.

4.2.44 Modification - Alteration in the design of a snubber.

4.2.45 Monitoring - Continuous or periodic observation or measurement to ascertain the performance or obtain characteristics of a snubber.

4.2.46 Non-Safety Related - All snubbers attached to systems or equipment where it has been determined that their failure or the failure of the system or equipment to which they are attached would have no adverse effect on any Safety Related system.

4.2.47 Normal Operating Conditions - Plant operating conditions during operation at power, reactor startup, hot standby, reactor cool down, and cold shutdown.

4.2.48 Operational Readiness - Synonymous to Functional Adequacy - The ability of a snubber or system to perform its intended function.

4.2.49 Operational Readiness Testing - Synonymous to Functional Testing - Measurement of the parameters that verify snubber operational readiness.

4.2.50 Operations - The plant group that ensures compliance with plant technical requirements by determining whether or not a snubber is considered OPERABLE, based on information about the snubber that has been supplied to them by Engineering.

4.2.51 Operating Temperature - The temperature of the environment surrounding a snubber at its installed location during the phase of plant operation for which the snubber is required.

4.2.52 Pacific Scientific (Basic-PSA) Mechanical Snubber - Manufacturer of mechanical snubbers used at Fermi 2.

4.2.53 Power Piping Hydraulic Snubber - Manufacturer of hydraulic snubbers used at Fermi 2.

4.2.54 Predicted Hot Set Dimension - The analytically predicted pipe location during normal or emergency system operation, equal to the Cold Set Dimension plus the Thermal Movement for tension thermal movements, or minus the Thermal Movement for compression thermal movements.

The reactor operating conditions as defined by Technical Specifications (TS).

4.2.56 Poppet Valve - The valve that provides the restriction to flow which results in restraint of axial motion of a hydraulic snubber.

4.2.57 Preservice Examination - Visually observing, monitoring, or measuring the condition of a snubber prior to the snubber initially being placed in service.

4.2.58 Preservice Test - A functional test performed on a snubber to assess operational readiness prior to the snubber initially being placed in service.

4.2.59 Quantitative Testing - A type of testing performed to establish the specific measure or value of a parameter to establish that a snubber is functioning within a specified range.

4.2.60 Release Rate - Synonymous to Bleed Rate - The rate of the axial snubber movement under a specified load after activation of the snubber takes place.

4.2.61 Relevant Condition - A condition observed during a visual examination that requires supplemental examination, corrective measure, repair, replacement, or analytical evaluation.

4.2.62 Relief Request - Document submitted to the NRC requesting permission to deviate from examination or test requirements stipulated in the ASME Codes. Relief Requests must provide adequate justification and require approval prior to implementation, unless the examination or test requirement is clearly impractical or relief has been pre-approved in other regulatory publications (i.e. Regulatory Guides, NUREG's, etc.).

4.2.63 Repair - The process of restoring a degraded or unacceptable snubber to its original design requirements.

4.2.64 Replacement Snubber - Any snubber other than the snubber immediately previously installed at a given location.

4.2.65 Reservoir - The vessel that contains the excess hydraulic fluid needed for the proper operation of a hydraulic snubber.

4.2.66 Safety Related (SR) - Snubbers used in systems that are required to perform a specific function in shutting down a reactor to the safe shutdown condition, in maintaining the safe shutdown condition, or in mitigating the consequences of an accident, or to ensure the integrity of the reactor coolant pressure boundary.

4.2.67 Service Life - The period of time a snubber is expected to meet the operational readiness requirements without maintenance.

4.2.68 Service Life Population - Those snubbers for which the Service Life has been established.

4.2.69 Snubber (Dynamic Restraint) - A device that provides restraint to a component or system during a sudden application of force, but allows essentially free motion of the component or system during thermal movement.

4.2. 70 Spherical Bearings - Bearing that allows the snubber to rotate in several axes in the end attachments.

4.2.71 Stroke - Length of total possible snubber movement.

Snubber Program Revision 1 Page 8 of 22 4.2.72 Swing Clearance - The movement envelope within which the snubber must operate without restriction, from the cold installed position to the hot operating position.

4.2. 73 System Temperature - Considered cold for examinations when the system (gas or liquid) is dry and at ambient temperature. Considered hot for examinations when the system is charged or at operating pressure and near operating temperature.

4.2.74 Test - A procedure to obtain information through measurement or observation to determine the operational readiness of a component while under controlled conditions.

4.2.75 Thermal Movement - The amount the piping is analytically predicted to move from its Cold Set Dimension to its Predicted Hot Set Dimension during normal or emergency system operation, in either tension or compression. Thermal Movement is identified on the associated piping Design Calculation.

4.2.76 Transient Dynamic Event - An unanticipated event (e.g., water hammer, steam hammer) that may affect snubber operational readiness, which is determined to have occurred from reviews of operating data or during visual examination.

4.2.77 Transient Dynamic Event Failure - Inability of snubber to perform its intended function due to an unanticipated transient dynamic event.

4.2.78 Unexplained Failure - A failure for which the cause has not been determined.

4.2.79 Unacceptable/ Unsatisfactory Snubbers - Snubbers that do not meet the examination or testing requirements.

4.2.80 Wyle Laboratories Model 100/150 Test Bench - An automated mechanical test device designed to perform functional testing of snubbers.

4.2.81 VT (Visual) Examination - Examination of components such as mechanical and hydraulic snubbers and their supports to determine general mechanical and structural condition, and includes examinations for conditions that could affect operational readiness of snubbers.

5.0 ADMINISTRATIVE CONTROLS 5.1 Interpretation Contact 5.1.1 The Snubber Program Manager is the focal point for implementation, control, and interpretations of this program.

5.2 Code of Federal Regulations Limitations, Modifications and Augmented Examination Requirements.

5.2.1 The Fermi 2 Snubber Program will be utilizing the 2012 Edition of the ASME OM Code.

This is the latest approved version of the ASME OM Code as defined in 10CFR50.55a published February 16, 2018.

No Limitations, Modifications and Augmented Examination Requirements have been identified in the rulemaking that are applicable to the Fourth 10-Year Interval Fermi 2 Snubber Program.

5.3 Relief Requests Snubber Program Revision 1 Page 9 of 22 5.3.1 Relief Request RR-S 1 was submitted for NRC review and approval to allow for the use of ASME OM Code Case OMN-13, Performance-Based Requirements for Extending Snubber Inservice Visual Examination Intervals, Revision 2. RR-S 1 was approved by the NRC on 10/3/19 and is acceptable for use at Fermi 2.

5.4 Code Cases 5.4.1 Fermi 2 is implementing ASME Code Case OMN-13, Requirements for Extending Snubber Inservice Examination Interval at L WR Power Plants.

OMN-13 allows extension of the visual examination interval once specific requirements are met.

5.5 Revisions and Approvals 5.5.1 Changes to the Snubber Program shall be processed in accordance with MLS08, Licenses, Plans and Programs.

5.5.2 Changes to Snubber Program implementing procedures shall be processed in accordance with MGA02, Procedures, Manuals, and Orders.

5.5.3 A summary and history of changes will be maintained with this program plan and will be incorporated into the next revision of the plan.

5.5.4 The snubbers and locations are maintained for control purposes in the SnubbWorks database, which is exempt from the requirements of MES38, Software Controls for Non-Process Applications.

5.5.5 Changes to the SnubbWorks database shall be approved by the Snubber Program Manager.

5.5.6 Attachments 1 and 2 are provided to aid Operations in implementation of LCO 3.0.8.

6.0 PROGRAM DESCRIPTION 6.1 MES73 defines the key attributes and responsibilities of site organizations for an effective implementation of the Snubber Program.

6.2 Additional work instructions for the Snubber Program are found in PEP20, "Snubber Program Manual."

6.3 Additional requirements for the Inservice Inspection (ISI) and Inservice Testing (IST) Programs, including Program Evaluations, are found in MES23, Inservice Inspection and Testing.

6.4 General Program Requirements 6.4.1 For the classification of components and the boundaries of system classification, see 6M721-5808, ISI Classification Boundary Drawing: Legend & Symbols.

6.4.2 Examinations and tests of snubbers are typically performed during plant outages, but may be performed during normal system operations.

6.4.3 Non-Safety Related snubbers do not require examination or testing. However, in keeping with good engineering practices to provide assurance of structural reliability, an augmented scope for examination or testing may be performed as

Snubber Program Revision 1 Page 10 of 22 directed by the Snubber Program Manager. These examinations or tests will be tracked in SnubbWorks. The examination or testing criteria for Non-Safety Related snubbers are the same as for Safety Related snubbers. Failures found by such examination or testing do not require additional examination or testing, but shall be evaluated for appropriate corrective action.

6.4.4 Snubbers that do not meet all of the examination or testing requirements but are still able to perform their intended function are considered degraded. Degraded snubbers should be evaluated for appropriate corrective action, which may include determining the degradation to be insignificant, to adjustment, repair, modification, or replacement.

6.4.5 Repair and replacement activities shall be performed, as necessary, in accordance with ASME Section XI per MES30, Repair and Replacement Programs.

6.4.6 Snubbers shall not be adjusted, maintained, or repaired before an examination or test specifically to meet the examination or test requirements.

6.4. 7 Snubbers that are maintained or repaired by removing or adjusting a snubber part that can affect the results of applicable tests required by this program shall be examined and tested in accordance with the applicable requirements before returning to service. The requirements selected shall ensure that the parameters that may have been affected are verified to be acceptable by suitable examination and tests.

6.4.8 Replacement or modified snubbers shall have a proven suitability for the application and environment. These snubbers shall be examined and tested in accordance with written procedures and verified to be acceptable.

6.4.9 Snubbers may be deleted from the plant based on analysis of the affected piping system.

When an unacceptable snubber is deleted, the deleted snubber shall nevertheless be considered in its respective examination population, category, or failure mode group (FMG) for determining corrective action. That snubber will remain part of its associated DTPG until the end of the outage at which time the snubber can be removed from the DTPG. When a snubber location is added to the plant, that location becomes part of a DTPG after the outage it was installed.

6.4.10 If an unanticipated system transient dynamic event (e.g. water, steam hammer) that may affect snubber operational readiness occurs and is identified outside the scope and performance of inservice examination or testing, then the affected snubbers and systems shall be reviewed and any appropriate action taken. Any action taken shall be considered independent of the requirements of inservice examination and testing.

6.4.11 An evaluation shall be performed of the system or component of which an unacceptable snubber is a part, for possible damage to the supported system or component.

6.5 Plant Operational Requirements 6.5.1 All Safety Related snubbers shall be operable during plant MODES 1, 2, & 3, and MODES 4 & 5 as required.

Snubber Program Revision 1 Page 11 of 22 6.5.2 Snubbers can be categorized by their design function and as supporting one or two trains of a system. Snubber design function can be considered as reacting to only seismic loads, reacting to only non-seismic loads ( e.g. thrust loads, water-hammer loads, LOCA loads, and pipe rupture loads), and as reacting to both seismic and non-seismic loads. A listing of Safety Related snubbers and their LCO 3.0.8 applicability is provided in Attachment 1 and 2.

a. If the design function of the snubber is to react to only seismic loads, LCO 3.0.8 may be applied.
b. If the design function of the snubber includes both seismic loads and non-seismic loads, any TS systems supported by the nonfunctional snubber must be able to remain OPERABLE if subjected to the non-seismic loads with the snubber removed.

If the supported TS system will remain OPERABLE when subjected to non-seismic loads, LCO 3.0.8 may be applied. Otherwise, LCO 3.0.8 may not be applied to TS systems supported by the nonfunctional snubber.

c. If the design function of the snubber includes only non-seismic loads ( e.g., thrust loads, water-hammer loads, LOCA loads, and pipe rupture loads), LCO 3.0.8 cannot be applied to the TS systems supported by the nonfunctional snubber. However, if it can be confirmed that a snubber is not needed for OPERABILITY of the TS system, LCO 3.0.8 is not needed.

6.5.3 LCO 3.0.8: When one or more required snubbers are unable to perform their associated support function(s), any affected supported LCO(s) are not required to be declared not met solely for this reason if risk is assessed and managed, and one of the following conditions apply (or the affected supported system LCO(s) will be declared not met):

a. snubbers that support only one division or subsystem of a multiple division or subsystem supported system or support a single division or subsystem supported system are able to perform their associated support function within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
b. snubbers that support more than one division or subsystem of a multiple division system or subsystem supported system are able to perform their associated support function within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

6.6 Visual Examination Program 6.6.1 General Examination Requirements

a. Instructions on visual examination performance are described in 43.000.003, Visual Examination of Snubbers.
b. Tolerances for pipe supports, hangers, whip restraints, snubbers, and anchors shall be in accordance with Design Specification 3071-031, Pipe Erection, Appendix F.
c. Fermi 2 is implementing OM Code Case OMN-13, which allows an extension of the visual examination interval beyond the maximum interval allowed in Table ISTD-4252-1 to at least once every 10 years for mechanical and hydraulic snubbers once specific requirements are met. Program Evaluation 10-005, Revision 0, evaluated the use of OMN-13 at Fermi 2, including the basis for implementing OMN-13 and how the requirements have been met.

d. Snubber examinations are tracked in the SnubbWorks database to ensure that no examinations are missed within the interval.

6.6.2 Specific Preservice Examination Requirements

a. For new and modified systems, preservice examination shall be performed after placing the systems in service. The initial examination shall, as a minimum, verify the following:
1.

No visible signs of damage or impaired operational readiness exist as a result of storage, handling, or installation.

11. The snubber load rating, location, orientation, position setting, and configuration (e.g., attachments and extensions) are in accordance with design drawings and specifications. Installation records (based on physical examinations) of verification that the snubbers were installed according to the design drawings and specifications shall be acceptable in meeting this requirement.
m. Adequate swing clearance is provided to allow snubber movement.

1v. If applicable, fluid is at the recommended level, and fluid is not leaking from the snubber system.

v. Structural connections, such as pins, bearings, studs, fasteners, lock nuts, tabs, wire, and cotter pins, are installed correctly.

6.6.3 Specific Inservice Examination Requirements

a. Snubbers shall be visually examined on the required schedule and evaluated to determine their operational readiness.
b. Inservice examination shall be a visual examination to identify physical damage, leakage, corrosion, or degradation that may have been caused by environmental exposure or operating conditions, and shall include examination for indications of degradation and severe operating environments. External characteristics that may indicate operational readiness of the snubber shall be examined. An examination checklist shall be used.
c. All snubbers shall be examined (as-found) prior to conducting any maintenance, stroking, or testing, and prior to removal, for any reason, from their installed location.
d. An as-left visual examination will be performed after the snubber is adjusted, repaired, modified, or replaced, prior to returning the snubber to service.
e. All of the snubbers shall be categorized as one population for examination, or they may be categorized as accessible and inaccessible populations. The decision to categorize the snubbers as one population or as separate populations may be made during or after the examination. If combining accessible and inaccessible populations into one population, the shorter interval shall be used for subsequent examination.

The snubbers are categorized as Accessible and Inaccessible, based upon accessibility under normal plant operating conditions.

f. Inservice examination of snubbers shall include all snubbers based either on the whole population or on the accessibility categories. The snubbers are currently examined as a whole population on the same interval.
g. Snubbers shall be installed so they are capable of restraining movement when activated. Examinations shall include observations for the following and the conditions shall be evaluated when found:
1.

Loose fasteners, or members that are corroded or deformed

11. Disconnected components or other conditions that might interfere with the proper restraint of movement Snubbers evaluated to be incapable of restraining movement shall be classified unacceptable.
h. Snubber installations shall not restrain thermal movement to an extent that unacceptable stresses could develop in the snubber, the pipe, or other equipment that the snubber is designed to protect or restrain. This requirement is satisfied if no indication of binding, misalignment, or deformation of the snubber is observed.
1. Snubbers shall be free of defects that may be generic to particular designs as may be detected by visual examination. For example, fluid supply or content for hydraulic snubbers shall be observed. An observation that the fluid level is equal to or greater than the minimum specified amount that is
  • sufficient for actuation at its operating extension is considered to satisfy this requirement. If the fluid is less than the minimum amount, the installation shall be identified as unacceptable, unless a test establishes that the performance of the snubber is within specified limits.

J. Fluid level in hydraulic snubber reservoirs shall be sufficient to ensure that the snubber is acceptable for continued service to the next examination interval.

k. A snubber that requires further evaluation or is classified as unacceptable during inservice examination may be tested. Results that satisfy the operational readiness test criteria shall be used to accept the snubber, provided the test demonstrates that the unacceptable condition did not affect operational readiness. Failures associated with such testing do not require additional testing.
1. Snubbers that do not meet examination requirements shall be evaluated to determine the cause of the unacceptability. Unacceptable snubbers shall be adjusted, repaired, modified, or replaced. Additional action regarding the examination interval shall be taken as indicated in Table ISTD-4252-1.
m. Subsequent examination intervals shall begin at the end of the previous examination interval, and conclude at the end of the next refueling outage. The duration of examination intervals shall be in accordance with Table ISTD-4252-1.
n. Snubbers determined to be unacceptable based on the visual examination acceptance criteria at any time during the interval shall be counted in determining the subsequent examination interval in accordance with Table ISTD-4252-1.

o. Per OMN-13, all Safety Related snubbers shall be examined and evaluated at least once every 10 years. If at any time during an examination interval the cumulative number of unacceptable snubbers exceeds the applicable value from Column B in Table ISTD-4252-1, the current examination interval shall end, and all remaining examinations must be completed within the current fuel cycle. The duration of the subsequent examination interval shall be reduced in accordance with Table ISTD-4252-1, using the examination interval prior to implementing the code case as the base interval. The beginning of the subsequent fuel cycle shall be the starting date for the new examination interval.
6. 7 Functional Testing Program 6.7.1 General Testing Requirements
a. Instructions on functional testing performance are described in 43.000.011, Snubber Functional Test.
b. Snubbers shall be tested at a load sufficient to verify the specified test parameters.

Testing at less than rated load must be correlated to test parameters at rated load.

c. In cases where there may be differences between the installed operating conditions and the conditions under which a snubber is tested, correction factors shall be established and test results shall be correlated to operating conditions, as appropriate.

Correction factors are not used at Fermi.

6.7.2 Specific Preservice Testing Requirements

a. Preservice functional testing shall be performed on all new or replacement snubbers prior to installation, either at the manufacturer or owner facility. Tests shall verify the following:
1.

Activation is within the specified range of velocity or acceleration in tension and compression.

11. Release rate, when applicable, is within the specified range in tension and compression. For units specifically required not to displace under continuous load, the ability of the snubber to withstand load without displacement shall be demonstrated.

111. For mechanical snubbers, drag force is within specified limits in tension and compression.

1v. For hydraulic snubbers, if required to verify proper assembly, drag force is within specified limits in tension and compression.

b. Snubbers that fail the preservice functional test shall be evaluated for the cause(s) of failure(s). If a design deficiency in a snubber is found, it shall be corrected by changing the design or specification, or by other appropriate means.

Other deficiencies shall be resolved by adjustment, modification, repair, replacement, or other appropriate means.

Adjusted, modified, repaired, or replacement snubbers shall be retested.

6.7.3 Specific Inservice Testing Requirements Snubber Program Revision 1 Page 15 of 22

a. Snubbers shall be tested for operational readiness during each fuel cycle. Snubber testing may begin no earlier than 60 days before a scheduled refueling outage, and must be completed prior to plant start-up from the refueling outage. Testing shall be performed during normal system operation, or during system or plant outages.

Approved procedures shall govern removing snubbers from operable system(s).

b. Snubber functional tests shall verify the following:
1.

Activation is within the specified range of velocity or acceleration in tension and compress10n.

11. Release rate, when applicable, is within the specified range in tension and compression. For units specifically required not to displace under continuous load, the ability of the snubber to withstand load without displacement shall be demonstrated.

iii. For mechanical snubbers, drag force is within specified limits in tension and compress10n.

c. Snubbers shall be tested in their as-found condition to the fullest extent practicable with regard to the required test parameters. Test methods and removal procedures shall not alter the condition of a snubber to the extent that the results do not represent the as-found snubber condition.
d. Snubbers may be tested in their installed location by using approved test methods and equipment, or may be removed and bench tested in accordance with approved procedures. Bench testing of the snubber is performed by securing the snubber at both ends in a test bench and, as such, requires the complete removal of the snubber from a plant location. In-place testing of a hydraulic snubber follows the principle of pressurizing fluid inside the snubber cylinder to perform various functional tests to determine lock-up velocities, bleed rates, and seal integrity. Using this technique, a snubber can be tested in-place without completely removing the snubber. This method is not currently performed at Fermi.
e. When snubber size, test equipment limitations, or inaccessibility prevents use of bench or in-place testing, snubber subcomponents that control the parameters to be verified shall be examined and tested in accordance with approved test methods.

Reassembly shall be in accordance with approved procedures. When test methods are used that either measure parameters indirectly, or measure parameters other than those specified, the results shall be correlated with specified parameters through established methods. This method is not currently performed at Fermi.

f. Each snubber in a parallel or multiple (tandem) installation shall be identified and counted individually. The tandem(s) of a snubber may also be selected and credited toward the total number of snubbers required by any testing sample plan.
g. Fractional sample sizes shall be rounded up to the next integer.
h. The Defined Test Plan Groups (DTPGs) shall include all snubbers except those that have been adjusted, repaired, modified, or replaced as a result of not meeting

Snubber Program Revision 1 Page 16 of 22 examination requirements. These snubbers shall be exempt for the concurrent test interval.

1. The total snubber population may be considered one DTPG, or alternatively, differences in design, application, size, or type may be considered in establishing DTPGs (snubbers attached to the steam generator or reactor coolant pump shall be at least one, separate DTPG, but this isn't applicable to Fermi). The Safety Related snubbers are divided into 4 DTPGs as defined below:

J. Tests are required to be in accordance with a specified sampling plan. The snubbers of each DTPG shall be tested using either the 10% or the 3 7 testing sample plan. A test plan shall be selected for each DTPG before the scheduled testing begins. The test plan selected for a DTPG shall be used throughout the refueling outage tests for that DTPG and any failure mode group (FMG) that is derived from it. Fermi is using the 10% testing sample plan for all DTPGs. The 3 7 testing sample plan may be used in lieu of the 10% plan at the discretion of the Snubber Program Manager.

k. Unacceptable snubbers shall be adjusted, repaired, modified, or replaced. Snubbers that do not meet test requirements shall be evaluated to determine the cause of the failure. The evaluation shall include a review of information related to other unacceptable snubbers found during testing that refueling outage. The evaluation results should be used, if applicable, to determine FMGs to which snubbers may be assigned. Evaluation information may be used to assign previously unexplained unacceptable snubbers to an appropriate FMG.
1. Snubbers found unacceptable according to functional test requirements may be assigned to FMGs. FMGs shall include all unacceptable snubbers with the same failure mode and all other snubbers with similar potential for similar failure. The following FMGs should be considered:

m. When snubbers have been tested as part of DTPG test requirements and found to be unacceptable, and evaluation establishes an FMG based on the failure of certain snubbers, the number of those unacceptable snubbers shall be used in determining testing in the FMG in accordance with the sample plan additional testing requirements. However, those snubbers shall be counted only in the value of N as completed tests in the DTPG. When snubbers have been found to be acceptable when tested as part of DTPG test requirements and subsequent evaluation establishes an FMG that would include those snubbers, those snubbers shall not be counted in the value of NF when counting FMG tests. An FMG shall remain as defined until corrective action is complete.
n. When a snubber is assigned to more than one FMG, it shall be counted in each of those FMGs and shall be included in corrective action for each of those FMGs.
o. After the DTPG and sample plan additional testing requirements are satisfied for a DTPG, any separate and additional FMG review or testing does not require additional tests in the DTPG.
p. The initial sample shall be 10% of the DTPG. As practicable, the sample shall include representation from the DTPG based on the significant features (i.e., the various designs, configurations, operating environments, sizes, and capacities) and based on the ratio of the number of snubbers of each significant feature, to the total number of snubbers in the DTPG. The sample may also be selected from snubbers concurrently scheduled for seal replacement or other similar activity related to service life monitoring. The snubbers shall be tested on a generally rotational basis to coincide with the service life monitoring activity.
q. For each snubber determined to be unacceptable by functional testing, additional snubbers shall be tested. When additional samples are required, they shall be at least one-half the size of the initial sample from that DTPG. When an unacceptable snubber has not been assigned to an FMG, the additional sample shall be taken from the DTPG. As practicable, the additional sample shall include the following:

11. Snubbers immediately adjacent to those found unacceptable 111. Snubbers from the same piping _system 1v. Snubbers from other piping systems that have similar operating conditions such as temperature, humidity, vibration, and radiation
v. Snubbers that are previously untested
r. When samples from an FMG are required, they shall be selected randomly from untested snubbers in the FMG. The following actions shall apply for FMG testing:
1.

Transient Dynamic Event FMG: The operational readiness of all snubbers in this FMG shall be evaluated by stroking or testing. All snubbers in this FMG that are determined to be operationally ready by stroking remain eligible for selection and tests for other appropriate FMGs and the DTPG. However, snubbers that are determined to be operationally ready by testing shall not be eligible for such tests.

11. Other FMGs: Tests in each FMG shall be based both on the number of unacceptable snubbers found in the DTPG and determined by the failure evaluation to be appropriate for establishing the FMG, and on the number of unacceptable snubbers subsequently found in the FMG. Testing shall continue until the mathematical expression of subparagraph ISTD-5331(b) is satisfied or all snubbers in the FMG have been tested. Failures in an FMG shall require additional tests within the FMG unless the failure evaluation indicates that an additional and separate FMG is appropriate for additional tests from the DTPG.
s. The snubbers of each DTPG and FMG shall be tested as required. For unacceptable snubbers, the additional testing shall continue in the DTPG or FMG until testing is complete. Testing is complete when the mathematical expressions of paragraph ISTD-5331 are satisfied, or all snubbers in the DTPG or FMG have been tested.
t. Snubbers placed in the same location as snubbers that failed during the previous functional testing interval shall be retested at the next functional testing interval unless the cause of the failure is clearly established and corrected. Any such retest shall not be considered a part of inservice functional testing sample selection requirements. Failures found by these retests shall not require additional testing, but shall be evaluated for appropriate corrective action.

6.8 Service Life Monitoring Program 6.8.1 Instructions on Service Life Monitoring performance are described m 43.000.013, "Service Life Monitoring of Snubbers."

6.8.2 Predicted Service Life

a. Initial snubber service life shall be predicted based on manufacturer's recommendation or design review. Methods for predicting service life are given in Nonmandatory Appendix F.

6.8.3 Service Life Evaluation

a. Service Life shall be evaluated at least once each fuel cycle, and increased or decreased, if warranted. Evaluation shall be based upon technical data from representative snubbers that have been in service in the plant, or other information related to service life, and shall include any transient dynamic event and associated actions taken. If the evaluation indicates that service life will be exceeded before the next scheduled system or plant outage, one of the following actions shall be taken:
1.

The snubber shall be replaced with a snubber for which the service life will not be exceeded before the next scheduled system or plant outage.

11. Technical justification shall be documented for extending the service life to or beyond the next scheduled system or plant outage.

111. The snubber shall be reconditioned such that its service life will be extended to or beyond the next scheduled system or plant outage.

6.8.4 Cause Evaluation Snubber Program Revision 1 Page 19 of 22

a. Cause evaluations for any visual examination or functional test failures shall be used to determine if an adjustment to the expected service life is required.

6.8.5 Examination During Disassembly

a. Snubbers and snubber parts shall be examined for 'indications of degradation and severe operating environments during disassembly (e.g., during failure evaluation or refurbishment).

6.8.6 Testing for Service Life Monitoring Purposes

a. Snubbers selected for testing specifically for service life monitoring purposes will be considered an augmented scope. Failures associated with such testing do not require additional testing, but shall be evaluated for appropriate corrective action.

6.8.7 Review of Functional Testing Data

a. Inservice test data shall be evaluated for indications of snubber degradation or other anomalies. This includes a review of test traces, where available. The results of this evaluation shall be used to identify snubbers that are subject to progressive degradation and severe operating environments not previously identified.

6.8.8 The SnubbWorks database maintains a record of each snubber installed including, as a minimum, the serial number of the installed snubber, the date on which the designated service life commenced, and the applicable installation dates, visual examination dates, and functional test dates. When snubbers are rebuilt or replaced, the service life shall be updated, which will provide future statistical bases for consideration of snubber service life.

7.0 EQUIPMENT & PERSONNEL REQUIREMENTS 7.1 Instrumentation and Test Equipment 7.1.1 Instrumentation and test equipment used in the examination and testing of snubbers shall have a current calibration sticker and have the range and accuracy necessary to demonstrate conformance to the test requirements as stated in the applicable testing procedures.

7.1.2 The test machine presently used at Fermi 2 is the Wyle Model 100/150 Test Bench. An equivalent approved testing machine is acceptable for functional testing requirements provided that it is capable of testing to verify that:

a. Free movement force will initiate motion of the snubber rod in both tension and compression during low velocity displacements.
b. Activation is achieved within the specified range of velocity or acceleration in both tension and compression.
c. Snubber bleed or release rate is within the specified range in compression or tension.

7.2 Training and Personnel Qualifications Snubber Program Revision 1 Page 20 of 22 7.2.1 Personnel who are required to witness, perform, or evaluate examination or test results will be trained or certified, as applicable, in accordance with approved procedures.

7.2.2 Training is performed to meet Fermi 2 general regulatory requirements, and good engineering practices, as applicable. Briefings shall be conducted prior to performance of any examination or testing activities.

7.2.3 Maintenance personnel involved with snubber work are to be qualified in accordance with the applicable procedures. In addition, personnel performing functional testing on snubbers using the test machine must be qualified on the operation of the machine, and have a working knowledge of snubber design and test parameters.

7.2.4 Personnel performing snubber evaluations shall be knowledgeable in snubber operational readiness requirements, design, test parameters, failure/degradation mechanisms, and maintain a knowledge of current industry events and trends.

7.2.5 Personnel performing VT examinations must be certified in accordance with MES25, Visual Examination.

7.2.6 Supplemental personnel performing VT examinations shall be certified in accordance with a written program accepted by the DTE VT Level III.

7.2.7 Personnel performing visual examinations in support of the Fermi Snubber Program will be qualified per the requirements of 43.000.003, Visual Examination of Snubbers.

8.0 DATABASE MANAGEMENT 8.1 The SnubbWorks data management system is currently used as a tool to manage, monitor, and maintain the snubber population at Fermi 2.

Other methods of database management are acceptable provided the requirements of this program plan are met.

8.2 The SnubbWorks database contains information on all installed and spare snubbers and the associated Safety Related and Non-Safety Related plant locations for the Snubber Program. Any approved user may access required information by using the applicable unique identifiers such as snubber component or serial number, location, exam, or mark/ hanger number, etc.

8.3 Additional information may also be tracked in the database to aid in work planning, including location variables such as scaffolding requirements, radiation conditions, isometric, component drawings, etc.

8.4 At the beginning of an examination or testing interval, a review of the database should be conducted to aid in determining the new examination or test scopes.

8.5 In order to build and maintain the test program database, information from the applicable snubber test data sheets should be transferred into SnubbWorks to build historical files for each location and individual snubber. When a snubber is replaced, added or deleted from the plant location, or is moved from one location to another and a spare snubber put in its place, to maintain program integrity, the database will require updating. During the current work scope, all snubber test data sheets should also be transferred to the database on a frequent basis.

Snubber Program Revision 1 Page 21 of 22 8.6 After the test results have been entered, the Snubber Program Manager may use the SnubbWorks database to search for any test discrepancies to determine if additional testing is required. A review of applicable test data sheets will also reveal test discrepancies.

8.7 Evaluation Reports for all snubbers that failed testing may be generated and issued from the SnubbWorks database. This may be forwarded to the System Engineer for component/ system evaluation. In addition, any unusual attributes (i.e. repetitive failures, unusual wear etc.) may also be identified for disposition.

8. 8 Various scheduling, work progress, functional test and visual examination reports can be generated from SnubbWorks to provide the number of outstanding and completed exams or tests for the current examination or testing interval.

9.0 RECORDS AND REPORTS 9.1 The requirements for retention of records apply to those records generated in the course of performing examinations and tests on Safety Related snubbers, in accordance with MGA07, Records Management.

9.2 The results of examinations and tests shall be documented and shall include the manufacturer's model number, serial number, type, and unique location identification, as applicable, and the following, as a minimum:

Snubber identification; Date of test or examination; Reason for test or examination; Test or examination procedure used; Test equipment used; Calibration records; Values of measured parameters; Comparison with allowable ranges of test and examination values, and analysis of deviations; Requirement for corrective action; and, Name and signature of the person( s) responsible for conducting and analyzing the test or examination.

9.3 Detailed information on the installed location design characteristics for each snubber are listed in the SnubbWorks database.

Unique identifiers are assigned to both snubbers and locations.

Locations are identified by Mark Number (i.e., Ell-3154-G24) or Plant Identification System (PIS) Number (i.e., E1154G024). Snubbers are identified by unique serial numbers supplied by the manufacturer and typically stamped or etched on the snubber housing (i.e., 740051).

9.4 Records of predicted service life of all snubbers and service life evaluations shall be maintained.

9.5 Records of corrective action shall be maintained that shall include a summary of the corrective actions made, the subsequent inservice test or examination, confirmation of operational

1. Dynamic loads are those applied to the piping system in the design stress analysis report( s ). Small dynamic loads ( e.g. small relief valve discharge) neglected in the stress analysis are not considered applied to the snubbers.

Snubbers attached to torus-attached piping are considered to sustain Mark I loads only up to the point where the 10% criteria is met as defined in the stress report.

3. RHR snubbers on piping common to both divisions are considered to support Division 1 & 2 up to the first three-way support(s) on each division piping.

System impact as follows: Snubbers designated as Yes* are multi-divisional for LPCI. Snubbers designated as Yes** are multi-divisional for SDC.

4. For HPCI/RCIC/RWCU pump discharge piping snubbers, RFP trip loads are not considered. These piping systems can be decoupled from the feedwater piping analysis and the dynamic movements at the interface are small. In addition, it is also highly likely that HPCI/RCIC would be isolated when the RFP trips.
