In Reference 1, DTE Electric Company (DTE) submitted an exigent License Amendment Request (LAR) to revise the Fermi 2 Technical Specifications (TS). In the Reference 2, an email from Mr. Surinder Arora to Mr. Eric Frank dated August 22, 2023, the NRC sent DTE a Request for Additional Information (RAJ) regarding the LAR. In Reference 3, an email from Mr.

Surinder Arora to Mr. Eric Frank dated August 24, 2023, the NRC sent DTE an

USNRC NRC-23-0061 Page2 additional RAJ regarding the LAR. In Reference 4, DTE provided a response to the NRC RAis.

The purpose of this correspondence is to respond to a phone call from Mr. Surinder Arora to Mr.

Eric Frank dated August 28, 2023, to clarify DTE's response to RAI's APLB 6 and EMIB 7.

In DTE's response to APLB 6, it was stated that Element 3: "Define Implementation and Monitoring Program" was not applicable to the LAR. DTE would like to clarify that the performance of the Mechanical Draft Cooling Tower (MDCT) fans, the Emergency Equipment Cooling Water (EECW), and Emergency Equipment Service Water (EESW) systems are monitored in accordance with the Fermi 2 Maintenance Rule Program.

In DTE's response to EMIB 7, DTE stated that surveillances and testing were addressed in NRC-23-0050, Enclosure 4 Section 6. The correct reference for surveillances and testing should be NRC-23-0050 Enclosure 4 Section 5.

In addition, in response to a phone conversation on 8/29/23, DTE acknowledges the new proposed NRC approval date for the exigent LAR is changed to September 18, 2023 . This additional time allows for the 14-day public comment period between September 1, 2023 and September 15, 2023 .
