Special Report, Offgas Treatment System Charcoal Adsorbers Out of Service Cooper Nuclear Station, Docket No. 50-298, DPR-46

Dear Sir or Madam:

The purpose of this correspondence is to submit a special report as required by Cooper Nuclear Station (CNS) Offsite Dose Assessment Manual (ODAM) per the requirements of ODAM Specification D 3.2.4, Condition B, Required Action B. 1. On November 28, 2012, CNS entered the Limiting Condition for Operation (LCO) for ODAM D 3.2.4.

The condition being reported is operation with main condenser air ejector in service for greater than seven days with gaseous releases not being discharged through at least one train of charcoal adsorbers in service. The inoperable system was the Augmented Offgas System (AOG). This was due to high main condenser air in-leakage which resulted in higher offgas flows than allowed through the AOG charcoal adsorbers.

Corrective actions taken were to identify and repair sources of main condenser air in-leakage such that offgas flow was reduced to an acceptable value for charcoal adsorber operation and the AOG charcoal adsorbers were returned to service on December 28, 2012. The LCO for ODAM D 3.2.4, was exited on December 31, 2012.
