Dear Sir or Madam:

By letter dated November 16, 2021 (Reference), Nebraska Public Power (NPPD) applied for an amendment to the Facility Operating License No. DPR-46 for Cooper Nuclear Station (CNS).

The proposed amendment would modify the CNS Technical Specifications based on the adoption of TS TF-5 51, "Revise Secondary Containment Surveillance Requirements."

Subsequent to the submittal of the proposed amendment request, a legacy issue was identified in the calculations that were used to support the request. The proposed amendment request contained site-specific information related to the draw down time of post-accident secondary containment pressure. This draw down time is affected by the legacy issue that was identified.

NPPD determined that the proposed amendment request should be withdrawn until this issue is resolved. The calculational issue has been entered into the corrective action program for resolution.

There are no regulatory commitments made in this submittal.
