Elimination of Inapplicable K/A Statements for Initial License Examination The purpose of this letter is to submit for your review the Knowledge and Ability (K/A) statements eliminated from consideration for use on the 2003 Cooper Nuclear Station (CNS) initial license examination. The K/A statements are contained in the Knowledge and Abilities Catalog for Nuclear Power Plant Operators: Boiling Water Reactors (NUREG- 1123 Revision 2).

NUREG 1021, Operator Licensing Examination Standards, Revision 8, Supplement 1, ES-40 1, Preparing Initial Site-Specific Written Examinations, states, "Alternatively, if the facility licensee screened the entire K/A catalog to eliminate inapplicable K/A statements before beginning the random selection process, the facility licensee should make arrangements for the NRC regional office to review the associated documentation and justification prior to submitting the examination outline." In addition, ES-401 Attachment 1, Example Systematic Sampling Methodology, states, "Review each group and delete those items (Emergency/Abnormal Plant Evolutions (E/APEs) for Tier 1 and systems for Tier 2) that clearly do not apply to the facility for which the examination is being written; be prepared to explain the basis for the deletions to the NRC chief examiner."

Based on the NUREG 1021 guidance, the following were removed from consideration due to not being applicable to CNS:

201005 Rod Control and Information System (specific to BWR 6 only) 209002 HPCS (specific to BWR 5 and 6 only) 207000 Isolation Condenser (specific to BWR 2 and 3 only) 201004 Rod Sequence Control System (CNS does not have this system/equipment) 239003 MSIV Leakage Control (CNS does not have this system/equipment) 295027 High Containment Temperature (specific to Mark III containment) 295011 High Containment Temperature (specific to Mark III containment)
