Joseph M. Farley Nuclear Plant, Unit 2 Special Report 2013-001-00, Nonfunctional Radiation Monitor R-60B Enclosure Special Report 2013-001-00 This Special Report is being submitted due to the Unit 2 radiation monitor R-60B (Main Steam Relief and Atmospheric Steam Dump Discharge) not being restored to functional status within the time required by Technical Requirements Manual (TRM) TR 13.3.4. The TRM requires that the monitor be restored to functional status within 7 days or submit a Special Report within the following 14 days.

At 1215 on July 9, 2013 radiation monitor R-60B was declared nonfunctional due to a failed indication on the control panel. A TRM Required Action was entered requiring restoration to functional status by July 16, 2013 at 1215 hours0.0141 days <br />0.338 hours <br />0.00201 weeks <br />4.623075e-4 months <br /> and a work order (SNC505391) was generated to repair R-60B.

Troubleshooting isolated the instrument problem to the detector. Due to the detector's location on the main steam valve room roof in close proximity to steam generator safety relief valve exhaust piping, repair of the monitor is a personnel safety risk should any relief valve lift during the repair effort. Therefore, repair of the monitor will be performed only under cold shutdown conditions. R-60B is scheduled to be repaired during the next refueling outage currently scheduled for fall 2014 or at the next outage of sufficient duration when the plant will be in cold shutdown. Compensatory measures have been established and TRM action requirements are being met for radiation monitor R-60B nonfunctionality.
