THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS REVISED SCHEDULE FOR REVIEW OF FRAMATOMES ANP-10357P, REVISION 0, TXS COMPACT PLATFORM TOPICAL REPORT (EPID L-2024-TOP-0029)
Dear Ms. Elliott:
By letter dated August 2, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24218A279), and supplemented by letters dated June 30, July 22, July 30, and August 14, 2025, and January 16, 2026 (ML25188A147, ML25203A340, ML25212A178, ML25226A234, and ML26020A270), Framatome, Inc.
(Framatome) submitted Topical Report (TR) ANP-10357P, Revision 0, TXS COMPACT Platform Topical Report, for U.S. Nuclear Regulatory Commission (NRC) staffs review and approval. The NRC staff accepted the TR for review on October 7, 2024 (ML24256A027) and provided an initial review schedule. Since the acceptance, the NRC staff conducted an audit on March 31 - April 4, 2025 (ML24352A156), issued requests for additional information (RAIs)-10636, 10637, 10638, and 10688 (ML25161A164, ML25160A110, ML25160A168, and ML25178A444). Framatome provided a response to all the NRC staffs RAIs in letter dated July 30, 2025 (ML25212A178).
The NRC staff also conducted a public meeting with Framatome on September 19, 2025 (ML25262A196) to discuss the responses to RAI-10688 related to quality assurance (QA) aspect of the TR review. Subsequent, to the public meeting, there was a government shutdown from October 1 - November 12, 2025, which delayed a planned December 2025 QA audit. The NRC conducted the QA related audit on January 5 - 9, 2026 (ML25344A021) to confirm corrective actions to address the NRC staffs observations from March 31 - April 4, 2025, regulatory audit was adequately implemented, and to verify proposed TR changes of the RAI-10688 responses.
Due to schedule impacts from the government shutdown, revisions to RAI-10688 responses, additional time needed to review a significant number of docketed documents, and change to the planned QA audit date, the NRC staff is revising the planned completion dates of the draft and final safety evaluations (SEs), which will be April 30 and June 12, 2026, respectively. This planned final SE date assumes that the proprietary review of the draft SE and resolution of any edits will be done in a timely manner. The revised schedule is provided in the enclosure.
The NRC staff are also aware of interests from Duke Energy Carolinas, LLC (ML24115A243) and Florida Power and Lighting Company (ML25335A060) in the use of this TR for nuclear plant application. The changes to the schedule have been discussed with Nathan Hottle at Framatome.
