THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS ACCEPTANCE FOR THE REVIEW OF FRAMATOMES TOPICAL REPORT, ANP-10357P, REVISION 0, TXS COMPACT PLATFORM TOPICAL REPORT (EPID L-2024-TOP-0029)

By letter dated August 2, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24218A279), Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10357P, Revision 0, TXS Compact Platform Topical Report, for U.S.
Nuclear Regulatory Commission (NRC) staffs review. As stated in your letter, the TR presents the generic application of the TXS COMPACT which has been developed as a platform based on Field-Programmable Gate Array (FPGA) technology that could be integrated with different modules from the TXS portfolio to implement safety Instrumentation and Control systems in nuclear power plants. The TR describes the TXS COMPACT platform modules, including configuration, diagnostics, monitoring, equipment qualification, communications, life cycle management, reliability, quality assurance, security, and regulatory compliance. A pre-submittal meeting was held on July 23, 2024 (ADAMS Accession No. ML24193A240), where Framatome representatives indicated that additional documents were available to support the NRC staffs review.
After the submittal, Framatome made documents (as required in Interim Staff Guidance-06, Revision 2) available for NRC staffs review via their electronic reading room. However, the regulatory compliance evaluation in the TR (e.g., Section 11, TXS Compact Regulatory Evaluation, supporting documentation) pointed to only some of these documents as evidence of compliance. The NRC staff requested that all the documents needed for the staffs safety evaluation be submitted on the docket to support its detailed technical review. Framatome plans to docket these documents by April 4, 2025.
The NRC staff have found that ANP-10357P, Revision 0, in addition to the requested documents is sufficient to begin its detailed technical safety review. Below are discussions and the NRC staffs rationale for the planned schedule and level of effort for the TR review. The NRC staff plans to conduct an in-person audit by the end of March 2025 (tentative), and issue 2 sets of Requests for Additional Information (RAIs) by July 2025, the draft safety evaluation (SE) by February 20, 2026, and final SE by April 30, 2026, as annotated in the enclosed schedule.
The draft SE completion date assumes 60 days for RAI responses and availability of all
documents required to be docketed and may be adjusted, if necessary, to accommodate any delays in the submittals. The enclosed schedule includes planned milestones dates for the overall review.
Additionally, the NRC staff estimates that it will require approximately 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> to complete the safety review. The NRC staff may need to increase the planned level of effort if the staff deems necessary for review of platform modules that were developed in accordance with International Electrotechnical Commission standards, which are not NRC endorsed criteria. No Advisory Committee on Reactor Safeguards review is needed for this TR.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff-hours will be billed accordingly.
