SUMMARY
OF JULY 23, 2024, PRE-SUBMITTAL MEETING WITH FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION FOR INSTRUMENTATION AND CONTROL SAFETY SYSTEMS TXS-COMPACT TOPICAL REPORT (EPID L-2024-LRM-0087)
On July 23, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed hybrid meeting via Microsoft Teams with representatives from Framatome Inc. (Framatome).
This included both open and closed session discussions. The purpose of the meeting was for the NRC staff and Framatome representatives to hold pre-submittal discussions on the planned TXS-Compact topical report (TR). The meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24204A056.
During the open session discussion, Framatome representatives provided an overview of their digital instrumentation and control (I&C) nuclear business and systems and highlighted several I&C projects worldwide including new builds and modernization projects. The Framatome representatives also provided several worldwide TXS Compact projects as references to the technology used in nuclear applications. The important aspects of the TXS Compact Platform were also highlighted. During the discussions, the Framatome representatives addressed the NRC staff questions. There were no questions or comments from members of the public.
During the closed session discussion, Framatome representatives provided comprehensive details about the TXS Compact Platform including its concept, modules, system programming, and qualification concept. the TXS Compact TR, including its description, diagnostics and monitoring, equipment qualification, platform communications, lifecycle management, reliability, failure modes and effects analysis, quality assurance, and security. In addition, the Framatome representatives provided a list of supporting documentation that would be available for submittal to the NRC to support the NRC staffs review. The Framatome representatives also addressed several NRC staff questions and made the NRC staff aware of customers who were interested in implementing the TXS Compact Platform to support plant operations. The NRC staffs questions focused on:
Function of the TXS Platform Whether TXS Compact Platform would be an addition, replacement, and how it would be integrated into an existing system Qualification What will be done at licensing Any problems or challenges with the algorithm System validation Self-tests done at startup After the pre-submittal meeting, Framatome submitted for review and approval ANP-10357P, Revision 0, TXS Compact Platform Topical Report, by letter dated August 2, 2024 (ADAMS Package Accession No. ML24218A279). The NRC staff is currently conducting the acceptance review.
