Framatome Inc. letter to U.S. Nuclear Regulatory Commission, Submittal of Topical Report TR) ANP-10357P, Revision 0, "TXS COMPACT Platform Topical Report," August 2, 2024 (ADAMS Accession No. ML24218A279)
Many instrumentation and control (l&C) safety systems in U.S. and international nuclear power plants face obsolescence challenges, and some no longer receive full support from their original equipment manufacturers. In addition, small modular reactors (SM Rs) and advanced reactor l&C applications require characteristics such as compactness and robust cybersecurity features.
We are aware that Framatome has developed a state-of-the-art safety platform, TXS Compact, as part of its TXS solution portfolio. TXS Compact is a field-programmable gate array (FPGA)-based solution built on decades of Framatome operational experience across a global fleet of installed l&C systems. Its design leverages the extensive operating history of the TXS platform installed in 88 nuclear power plants in 17 countries. TXS Compact offers the following benefits:
No software required due to FPGA technology Compact design and footprint Secure-by-design architecture resistant to cybersecurity issues Fully deterministic behavior with static response times and no interruptions Modern, secure engineering and design tools based on pre-validated function blocks, eliminating the risk of HDL programming errors Resilience to hardware obsolescence Self-testing and diagnostic capabilities allowing reduction in surveillance intervals Improved reliability and availability Designed to fit in all types of standard cabinets Florida Power & Light Company 700 Universe Boulevard, Juno Beach, FL 33408
Document Control Desk L-2025-195 Page 2 of 2 Framatome has completed the TXS Compact Licensing Topical Report and, following a Phase O meeting, submitted it to the NRC in the fourth quarter of 2024. We believe the NRC review and approval of this newly developed, state-of-the-art safety system platform would provide significant benefit to the commercial nuclear industry.
Sincerely, Kenneth A. Mack Director, Licensing and Regulatory Compliance Florida Power & Light Company
