UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 September 24, 2025 Timothy Knowles Manager, Licensing, and Regulatory Affairs Global Laser Enrichment, LLC 4110 US Hwy 421, Suite 100 Wilmington, NC 28401
SUBJECT:
ACCEPTANCE AND APPROVAL OF THE GLOBAL LASER ENRICHMENT, LLC SUPPLIER SECURITY REQUIREMENTS DOCUMENT (ENTERPRISE PROJECT IDENTIFIER NUMBER L-2021-SPR-0002)
Dear Timothy Knowles:
On September 4, 2025, Global Laser Enrichment, LLC (GLE) submitted to the U.S. Nuclear Regulatory Commission (NRC) a letter entitled, Global Laser Enrichment GLEP-00102 Supplier Security Requirements Document, (GLE-NRC-25-031) (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25247A248). The letter included a classified matter security plan for NRC staff review and approval. Due to the short review time for this request and consistent with guidance in LIC-FM-2, Acceptance Review Process, Revision 1 (ML22161B042), the acceptance letter is combined with the approval letter.
The NRC staffs acceptance review of your submittal determined that the application provided sufficient information to proceed with a detailed technical review. Based on the GLE need dates, the NRC staff availability, and the scope of the request, a 1.5-months review schedule was established to be completed by October 17, 2025. The NRC staff estimates that completing the review of the submittal will require approximately 10 staff-hours for the review and $2,000 contract costs, which corresponds to about $5,180 ($318/hour + contract costs).
The NRC staff and contractors evaluated GLEs plan against the criteria outlined in the U.S.
Department of Energy and NRC issued guidance. The NRC staff finds that the plan is consistent with the applicable guidance and provides reasonable assurance of adequate protection of classified matter and sensitive information.
The NRC staff approves GLEs GLEP-00102 Supplier Security Requirements Document.
In accordance with Title 10 of the Code of Federal Regulations Section 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available for public inspection in the NRC Public Document Room (PDR) or electronically from the publicly available records component of ADAMS. The PDR is currently open Monday-Friday by appointment only. To schedule an appointment, you may submit your request to the PDR via email at PDR.Resource@nrc.gov or call 1-800-397-4209 between 8:00 a.m. and 4:00 p.m. (EST), Monday through Friday, except Federal holidays. The ADAMS database is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
