Docket 70-7033 Draft SNM-7006 (U) Compliance with 32 CFR Part 117, "National Industrial Security Program Operating Manual" and submission of Global Laser Enrichment LLC Compliance Plan.
Ref: Letter from D. Parsons to P. Jenny, Compliance with 32CFR117, dated March 10, 2022 Per the Reference above, Global Laser Enrichment (GLE) is submitting 32CFR117 Compliance Plan, GLEP-00082-R, Rev. 0. GLE is requesting NRC to concur with GLE's approach and assumptions. Additionally, GLE is submitting 9 requests for waivers. GLE is requesting approval of those waivers. To meet the timeline of 180 days from March 10, it is important that GLE know that the NRC has approved the Compliance Plan and waivers.
The Compliance Plan reviews each section of Part 117 for application to GLE to determine:
(a) how we comply or plan to comply with the intent of the wording, or (b) where GLE does not believe the section applies to GLE, or (c) where GLE is requesting a waiver and the justification, or (d) items where more information is needed from the NRC.
As GLE proceeds through the process of revising the Standard Practice and Procedures Plan or other procedures, we anticipate making small changes to the submitted Plan. It should be noted that those changes satisfied by the transition to NIST 800-53, Rev V will be tracked by the timeline associated with that revision and not 32CFR117, 180-day timeline. All updates will be submitted to the NRC.
The enclosure of this transmittal contains the Compliance Plan which is Security Related Information.
