Oyster Creek Groundwater TSD-24-081 Dose Calculation Methodology to Support Rev. 0 the License Termination Plan 3 of 15 Introduction The U.S. Nuclear Regulatory Commission (NRC) radiological criteria for the unrestricted use of a site are established in 10CFR20.1402:

A site will be considered acceptable for unrestricted use if the residual radioactivity that is distinguishable from background radiation results in a TEDE to an average member of the critical group that does not exceed 25 mrem (0.25 mSv) per year, including that from groundwater sources of drinking water, and.

The total effective dose equivalent (TEDE) that meets the NRC criteria for unrestricted site release is the sum of dose contributions from the exposure pathways considered in the site's compliance scenario. As described in Oyster Creek 100 Year Land Use Outlook - Categorization and Justification report (Reference 1), future use of the OCNGS site is expected to remain as industrial due to existing site conditions and planned land uses. Consequently, an industrial use (IU) scenario has been chosen as the OCNGS site compliance scenario. The IU scenario includes four viable exposure pathways: external exposure, inhalation exposure, inadvertent soil ingestion, and aquatic food ingestion.

Groundwater as a source of drinking water has been excluded as a viable ingestion exposure pathway in the OCNGS IU scenario for the following reasons:

Lacey Ordinance #93-31 requires the owner the site to connect to the town waterline and discontinue and disconnect any water service from a water well located on his or her property.

A groundwater Classification Exception Area (CEA) delineated across a major portion of the site will prevent groundwater use in the area.

The exclusion of a drinking water pathway in the IU scenario does not mean that the radiological impact from potentially contaminated groundwater is ignored. The OCNGS derived concentration guideline levels (DCGLs) include the dose contribution from contaminated site groundwater through the aquatic food ingestion pathway, which is the only viable water-dependent exposure pathway for the OCNGS site.

This TSD outlines the method for determining a dose via aquatic food ingestion that is not captured in the DCGL value. The method uses measured concentrations of radioactive contaminants in site groundwater samples and RESRAD-Onsite results from DCGL development.

An "uncaptured" dose is defined as the portion of the dose via the aquatic food pathway that exceeds the aquatic food ingestion dose included in the DCGL values.

Current Analyses Performed for OCNGS Groundwater Samples The OCNGS site groundwater is currently monitored for 5 categories of radionuclides: H-3, gamma-emitting radionuclides, gross alpha, gross beta, and hard-to-detect (HTD) radionuclides, such as Sr-90. As site decommissioning work progresses, the routine analyses for groundwater samples will continue. The groundwater dose calculation method developed herein (i) supports the continued use of current groundwater analyses protocols and (ii) provides confidence that an unaddressed dose impact from contaminated groundwater via the aquatic food ingestion pathway is captured.

Oyster Creek Groundwater TSD-24-081 Dose Calculation Methodology to Support Rev. 0 the License Termination Plan 4 of 15 Twenty-one potential radionuclides-of-concern (ROCs) for the OCNGS site have been identified in TBD 20-6002-1362, Radiological Selection for DCGL Development. Table 1 lists the full suite of ROCs. Additionally, Table 1 lists the analytical method used to identify the ROCs.

Groundwater monitoring at the OCNGS site in conformance with NEI 07-07, Industry Groundwater Protection Initiative (Reference 2) has included extensive monitoring for the majority of the radionuclides identified in Table 1. In 2024, groundwater monitoring for C-14, Eu-152, Eu-153, Nb-94, Np-237, Pu-241, Sb-125 and Tc-99 was added to encompass the full suite of 21 radionuclides.

Accordingly, the site compliance scenario is an industrial use (IU) scenario. In the OCNGS IU scenario, the critical receptor receives a radiation dose through four viable exposure pathways: external exposure, inhalation exposure, inadvertent soil ingestion, and aquatic food ingestion. Of the four exposure pathways, aquatic food ingestion is the only pathway influenced by site groundwater.

The RESRAD-Onsite (v7.2) code was used to model the IU scenario and develop DCGLs for the OCNGS site. The DCGL values include the doses from each of the four exposure pathways; therefore, the impact from groundwater is included in the total dose associated with a DCGL value. The RESRAD-Onsite Uncertainty Reports provide probabilistic doses by pathway and the RESRAD-Onsite Concentration Reports provide the groundwater water concentrations associated with the probabilistic doses.

Information in the RESRAD-Onsite reports provides a process for determining an uncaptured dose from site groundwater via aquatic food ingestion. An uncaptured dose exists when the measured concentration of an ROC in a groundwater sample exceeds the RESRAD-Onsite water concentration associated with the aquatic food dose included in the DCGL value. The doses associated with measured ROC concentrations below or equal to the RESRAD-Onsite water concentrations are captured in the DCGL values.

Dose Calculation Method Step 1: Compare measured concentrations of ROCs to the RESRAD-Onsite water concentrations listed in Table 2.

a. If a measured concentration is below or equal to the RESARD-Onsite concentration, there is no uncaptured dose, and no further action is required.
b. If a measured concentration is greater than the RESRAD-Onsite concentration, proceed to step 2.

Step 2: Use the following equation to determine an uncaptured dose via aquatic food ingestion.

Use the values in Table 2 for Cm-244 when assessing an uncaptured dose associated with gross alpha results and the values for Sr-90 when assessing an uncaptured dose associated with gross beta results.

The maximum probabilistic doses via ingestion of aquatic food at 1 year and the water concentrations associated with the doses were used in the development of the DCFi values.

Table 2 lists the DCF values by ROC for use in determining an uncaptured dose.
