ANNUAL ASSESSMENT LETTER FOR RIVER BEND STATION - REPORT 05000458/2024006
Dear Phil Hansett:
The U.S. Nuclear Regulatory Commission (NRC) has completed its end-of-cycle performance assessment of River Bend Station, reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2024, through December 31, 2024. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. The NRC concluded that overall performance at your facility preserved public health and safety. The baseline inspection program was completed at your facility as defined in Inspection Manual Chapter 2515, Light-Water Reactor Inspection Program
- Operations Phase.
The NRC determined the performance at River Bend Station during the most recent quarter was within the Licensee Response Column, the highest performance category of the NRCs Reactor Oversight Process (ROP) Action Matrix, because all inspection findings had very low safety significance (i.e., Green), and all PIs were within the expected range (i.e., Green). Therefore, the NRC plans to conduct ROP baseline inspections at your facility.
At the start of the assessment period, River Bend Station performance was within the Regulatory Response column, the second highest performance column, based on a White finding in the Mitigating systems cornerstone and a White finding in the Emergency Preparedness cornerstone originating in the third quarter of 2023 and all PIs within the expected range (i.e., Green). The NRC notified you in River Bend Station - 95001 Supplemental Inspection Report 05000458/2023040 and Follow-Up Assessment Letter dated January 18, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No.
ML24017A045), of closure of the White finding in the Mitigating Systems cornerstone. The NRC also notified you in River Bend Station - 95001 Supplemental Inspection Report 05000458/2024040 and Follow-up Assessment Letter dated March 15, 2024 (ADAMS Accession No. ML24074A476), of closure of the White finding in the Emergency Preparedness cornerstone and the stations transition to the Licensee Response Column as of February 1, 2024.
The enclosed inspection plan lists the inspections scheduled through December 31, 2026.
The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.
The enclosed inspection plan includes Inspection Procedure 71003, Post-Approval Site Inspection for License Renewal, which will take place from May 5, 2025, to May 23, 2025. The Regional Administrator has authorized the NRC to conduct this inspection. Additionally, from January 1, 2024, to December 31, 2024, the NRC issued three traditional enforcement Severity Level (SL) IV non-cited violations (NCVs) associated with impeding the regulatory process.
Therefore, the NRC plans to conduct Inspection Procedure 92723, Planned Follow up Inspection of One SL III and Two SL IV Traditional Enforcement Violations in the Same Area in a 12-month Period, to follow-up on these violations after the station informs the NRC of its readiness. The Regional Administrator authorized this inspection in Assessment Letter 05000298/2022006, dated March 1, 2023. The scope of this inspection will include the twelve SL IV NCVs issued between September 30, 2022, and December 31, 2024.
This letter and its enclosure will be made available for public inspection and copying at ADAMS Public Documents l NRC.gov and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations 2.390, Public Inspections, Exemptions, Requests for Withholding.
