ABILENE CHRISTIAN UNIVERSITY - ISSUANCE OF A CONSTRUCTION PERMIT FOR THE ABILENE CHRISTIAN UNIVERSITY MOLTEN SALT RESEARCH REACTOR (EPIDS: L-2022-NFW-0002 AND L-2022-NFW-0003)

Dear Dr. Towell:

The U.S. Nuclear Regulatory Commission (NRC) is issuing to Abilene Christian University (ACU) the enclosed Construction Permit (CP) No. CPRR-124 pursuant to Title 10 of the Code of Federal Regulations (10 CFR) section 50.35, Issuance of construction permits. The issuance of this CP is in response to ACUs application for a CP for its proposed Molten Salt Research Reactor (MSRR) dated August 12, 2022, as supplemented by letters dated October 14, 2022, August 17 and November 14, 2023, and January 23, March 28, April 18, April 30, June 12, and July 30, 2024. The CP, which is immediately effective, authorizes ACU to construct the MSRR in the Gayle and Max Dillard Science and Engineering Research Center on the ACU campus in Abilene, Texas, as described in the application, as supplemented.

The safety evaluation that documents the NRC staffs safety review for the CP application is also enclosed. A notice of issuance for CP No. CPRR-124 will be sent to the Office of the Federal Register for publication. The notice of issuance of the environmental assessment and finding of no significant impact for the CP application was published in the Federal Register on March 14, 2024 (89 FR 18678).
