By letter dated October 12, 2022 (Reference 1), Ameren Missouri submitted a combined license amendment request (LAR) and regulatory exemption request to allow use of a limited number of Framatome GAIA fuel assemblies at Callaway Plant, Unit No. 1 (Callaway). By e-mail dated November 17, 2022 (Reference 2), the NRC staff requested supplemental information to support acceptance of the requested license amendment and regulatory exemption.

Enclosure 4 to this letter contains sensitive information.

Withhold from public disclosure under 10 CFR 2.390(a)(4).

Upon removal of Enclosure 4, this letter is uncontrolled.

ULNRC-06783 December 1, 2022 Page 2 of 4 Arneren Missouris response to each numbered information request contained in Reference 2 is provided in Enclosure 1 In Reference 2, it was stipulated that the information be provided by the mutually agreed upon date ofDecember 7, 2022. This letter conveys the requested information.

Four enclosures are provided in this letter. Enclosure 1 provides the detailed responses to the requests identified in Reference 2. In response to the first request, Ameren Missouri agreed to provide a copy ofthe Rod Ejection Accident Analysis that supports the LAR. This document contains information proprietary to Framatome, Inc. Therefore, Enclosure 2 provides an affidavit for withholding proprietary information from public disclosure. Enclosure 3 provides the non-proprietary version of the Callaway Rod Ejection Accident Analysis Report, and Enclosure 4 provides the proprietary version ofthe Callaway Rod Ejection Accident Analysis Report.

Since Enclosure 4 contains information proprietary to Framatome, Inc., it is supported by an affidavit signed by a representative of the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 1 0 CFR 2.390. Accordingly, it is respectfully requested that the proprietary information be withheld from public disclosure in accordance with 10 CFR 2.390.

In accordance with the Callaway Operating Quality Assurance Manual, the Onsite Review Committee has reviewed and approved the proposed changes and has approved the submittal of this amendment application.

The supplemental information provided in the enclosures to this letter has no impact on the changes requested and described in the LAR. As such, they do not change the No Significant Hazards Consideration conclusions reached in the LAR, nor do they change the conclusion regarding no need for an environmental assessment based on the categorical exclusion provisions of 1 0 CFR 51.22.

This letter does not contain new commitments.
