SUMMARY

OF JUNE 20, 2023, CLOSED MEETING WITH FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION FOR TOPICAL REPORT ANP-10339P, REVISION 0, ARITA - ARTEMIS/RELAP INTEGRATED TRANSIENT ANALYSIS METHODOLOGY (EPID L-2018-TOP-0034)

On June 20, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting via Microsoft Teams with representatives from Framatome Inc. (Framatome). The purpose of the meeting was for the NRC staff and Framatome representatives to discuss the draft safety evaluation (SE) limitations and conditions (L&Cs) 18 and 19 for Topical Report (TR)

ANP-10339P, Revision 0, ARITA - ARTEMIS/RELAP Integrated Transient Analysis Methodology. The meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23160A106. A meeting was also held on May 4, 2023 (ADAMS Accession No. ML23137A252), where the NRC staff and Framatome representatives discussed several L&Cs including 18 and 19.

During the meeting, the NRC staff and Framatome representatives discussed L&Cs 18 and 19 technical bases, changes made since the May 4, 2023, meeting, and a path forward for the TR review. Regarding the technical discussions, Framatome representatives indicated that additional information could be provided to the NRC staff for review to modify the L&Cs.

Pertaining to the additional information, the NRC staff explained that Framatome would need to provide the additional information on the docket for review and acceptance for changes to be made to L&C 18 and 19.

At the end of the meeting, the NRC staff and Framatome representatives discussed options for moving forward. The first option included proceeding with the June 22, 2023, and July 12, 2023, Advisory Committee on Reactor Safeguards (ACRS) sub-committee (SC) and full committee (FC) meetings, respectively, and then issuance of the final SE. After the final SE issuance, Framatome could then submit a minor revision/supplement to the approved ANP-10339P, Revision 0 TR. The NRC staff could then review the TR revision utilizing an expedited TR review process per the LIC-500 TR Office Instruction.

The second option included proceeding with the June 22, 2023, ACRS SC meeting and delaying the July 12, 2023, ACRS FC meeting so that additional information could be submitted on the docket and reviewed in the interim. After reviewing the additional information, then NRC staff and Framatome representatives could go back to the ACRS SC to present updated information, followed by meeting with the ACRS FC, and then issuing the final SE.

In summary, the NRC staff and Framatome representatives agreed to proceed with the June 22, 2023, ACRS SC and July 12, 2023, ACRS FC meetings and for the NRC staff to issue the final SE. Framatome will contact the NRC regarding its decision on a path forward (e.g., via a letter, revised TR, or licensing action for the NRC staff to review) to facilitate future changes to L&C 18 and 19.
