RE: JRC.80Y-20T Request for Review and Recommendation Good morning Russell, As I noted before, the US does not accept redacted Competent Authority Certificates. Previously, you agreed that the JRC-80Y-20T certificate could be considered a public document. Do I have your approval to treat the JRF-90Y-950K and JMS-87Y-18.5T certificates as public documents also? Thank you for your time and consideration.

Hi Rick: Thanks.

1. Need date recap:

JRF Package: June 15, 2023 JRC Package: July 10, 2023 JMS Package: July 10, 2023

2. Redactions: No problem. Not sure how they got started on the redaction thing. Just please go ahead and work with the nonredacted versions. I will explain to them.

Let me know what else you need, thanks again, Russell Russell Neely Chief Operating Officer Edlow International Company Tel: +1 202 483 4959 From: Boyle, Rick (PHMSA) <rick.boyle@dot.gov>

RE: JRC.80Y-20T Request for Review and Recommendation Is July 2023 need date for all three Japanese packages? I will relay to NRC and they will say that they will do their best.

Cannot use redacted certificates. Authorities need to be able to see everything. Never had this with Japan before and dont plan to start now. Sorry for putting you in the middle.

Hi Rick: Attached is the public/non-proprietary version of the Japanese JRC certificate. It should have also been included in the files uploaded to BOX, but in any case it is attached. Is this what you needed? Let me know if you need anything else.

Also, there seems to be miscommunication about the need date. SRS and DOE have told me the need date for the validation of this package (and the JMS package which we uploaded to you on March 28) is July 10, 2023. The shipment from Japan that requires use of the JRC and JMS packages is set to occur well before the end of 2023, and SRS needs the US Competent Authority Certificates by July 10, 2023 in order to complete preparations to receive the packages with fuel. That is what Kiran at SRS has advised me.

Should we have a call with all the USG parties to make sure the need date is understood? I know time is very tight.

Thank you, let me know how we should proceed.

FW: JRC.80Y-20T Request for Review and Recommendation Good afternoon Russell, Will let NRC do the NRC thing but I need help with proprietary information. The Japanese certificate is marked proprietary. We attach it to our certificate so it needs to be public. Never seen a public/proprietary version of certificate (and I didnt see it included in the affidavit).

Thanks for your help.
