The temperature of one of the coolers upon receipt was 3.2 degrees Celsius (°C) within the criterion of 4+/-2 °C, while the other cooler had a slightly elevated temperature of 9.3 degrees Celsius (°C).

TCLP VOC analyses on four samples were performed outside the technical holding time. The sample containers for TCLP VOC analysis were noted to have contained headspace due to limited sample volume, which could have led to the loss of VOCs prior to extraction.

Laboratory Blanks Laboratory blanks were analyzed as required by the methods. No contaminants were found in the laboratory blanks associated with the chemical analyses, except for the following analytes that were detected at concentrations above the method detection limits but below the limits of quantitation: zinc in one method blank associated with the metals analysis; barium, chromium, and mercury in method blanks associated with TCLP analysis; and 2-butanone in one method blank associated with TCLP VOC analysis. The zinc results for project samples were more than three orders of magnitude greater than the blank detection; therefore, the blank detection does not affect the project data. Detected TCLP results for mercury in project samples were below the toxicity thresholds, and were at least 7 times the concentrations detected in the blanks, indicating that blank contamination likely had minimal impact on the reported results. Barium and chromium by TCLP were only analyzed for the Scrubber Drum sample; chromium was not detected, and the one detection was approximately 7 times the blank detection. 2-Butanone was detected in the TCLP extracts from two project samples at concentrations similar to the blank detection and approximately four orders of magnitude below the toxicity thresholds; these sample results may be biased high.

Laboratory Control Samples Laboratory control samples are prepared by spiking a clean matrix with the analytes of interest, at known concentrations. Laboratory control samples were analyzed as required by the methods, and laboratory control sample duplicates were also analyzed for some analyses. Percent recoveries and relative percent differences were within the method acceptance limits, indicating that the methods were appropriately in control and producing accurate results.

FINAL DATA REPORT Characterization of Drain Piping In-Place Basement Piping, Removed 4th Floor Piping in B-25 Boxes 3638-001, 3638-002, 3638-004, 3638-006, and 3638-007, and Removed 3rd and 5th Floor Piping 201 Varick Street, New York City, New York July 2022 MS/MSD Samples Matrix spike (MS) and matrix spike duplicate (MSD) samples are prepared by spiking an aliquot of project sample with a spike containing analytes of known concentration and are used to evaluate the impact of sample matrix on analyte quantitation. MS/MSD analyses were performed on project samples 4FR-128-001 (metals), Scrubber Drum-01 (silver and zinc), and DUP-09022021 and 4FR-76-001 (TCLP mercury), in accordance with the analytical methods. Percent recoveries were within acceptance limits for all analytes except as described below.

Recoveries of mercury in the MS/MSDs of samples DUP-09022021 and 4FR-76-001, associated with the TCLP mercury analysis, were above acceptance criteria. The associated mercury results in the parent samples were J1 qualified as estimated. However, the spike concentration for the MS and MSD was less than one-tenth of the concentrations detected in the parent samples. MS and MSD results outside acceptance criteria are typically not considered to indicate an issue with data quality when the spike concentration is less than one-fourth the concentration in the parent sample.

Recoveries and RPDs for multiple metals failed acceptance criteria in the MS and MSD of sample 4FR-128-001. The associated metal results in the parent sample were J1 qualified as estimated.

However, the spike concentrations for aluminum, calcium, chromium, copper, iron, lead, manganese, silver, and zinc in the MS and MSD were less than one-fourth of the concentration detected in the parent sample, and therefore the MS and MSD results outside acceptance criteria are not considered to indicate an issue with data quality for these metals. For the other metals that failed acceptance criteria (antimony, barium, nickel), the results should be considered estimated.

Laboratory Surrogates The laboratory data reports indicate that surrogates were added to samples for VOC analysis as required by the method, and all surrogate recoveries were within QC limits.

Dilutions The samples for total mercury analysis required dilution, ranging from 100x to 10000x, due to the high concentrations of mercury present. Five samples for TCLP mercury analysis also underwent dilution between 5x and 50x. The reporting limits were adjusted accordingly. Associated results were D qualified; however, the dilutions should not affect data quality.

Field data were divided into data sets according to associated 4th Floor Riser pipe segments (Risers 50, 51, 64, 76, 128, 131, 144, 145, 154, 158, 168), remaining 4th Floor piping, and other. Other data included measurements on the unlabeled pipe segments and pipe segments not associated with a specific 4th Floor Riser. Each data set was further divided by measurement type; beta/gamma static, removable alpha, and removable beta.

Pipe segments associated with 4th Floor Risers 76, 128, and 145 as well as other data were investigated during June 2021 as well as August 21, and separate data sets were identified for each mobilization.

Each data set was evaluated using exploratory data analysis including calculation of summary statistics, graphical representation of the data set (box plots, histograms, normal probability plots) to visually identify potential outliers, and calculation of background threshold limits (BTVs).

BTVs are upper bounds for background distributions such that values exceeding the BTV provide evidence of data exceeding background. BTVs were calculated as the 95% Upper Simultaneous Limit for normally distributed data, or the 95% Chebyshev Upper Prediction Limit for data sets that did not follow a specific distribution (i.e., nonparametric data).

Beta/gamma static data sets followed normal or approximate normal distributions with no outliers except the four elevated results associated with 4th Floor Riser 50. All beta/gamma static data sets have similar average results and range of results, apart from the four outliers. All other beta/gamma static measurements were identified as not exceeding background. The beta/gamma results are summarized in Table G-1.

Removable alpha data sets did not follow a known distribution. Alpha counts are primarily zero or one and are more closely associated with binomial distributions or step functions. The maximum removable alpha count (pipe segment 46-2, 4th Floor Riser 145) represents a potential outlier and was identified as exceeding background. The removable alpha results are summarized in Table G-2.

Removable beta data sets followed normal or approximate normal distributions with no outliers.
