On 12/29/03 at 10:05, the security shift supervisor at Fitzpatrick reported a flyover of a small plane over the plant site. The licensee was notified of the flyover by an FAA controller ( [DELETED] ) from the Hancock Air Traffic Control. The small plane flew over the site on 12/29/03 at 09:56 once from the west/southwest direction to the east/northeast direction. The FAA indicated the small plane was flying along the lake shoreline at approximately 1200 feet in altitude.

At 1800 EST on 2/3/05, a security guard noticed aircraft lights above the tree line on the Northeast side of the owner controlled area. The guard force assumed defensive positions. Security contacted the Hancock FAA who stated that two C-17 aircraft from Fort Drum were flying in the area. Security called Fort Drum to confirm.
Fort Drum confirmed that they had aircraft in the area. Security secured their defensive posture following this confirmation. The aircraft never flew over the owner controlled area and security personnel were not able to identify the aircraft.

The licensee reported a white Cessna with a red stripe flying north over the reactor building dome at approximately 300 to 400 ft. The plane then turned and flew south followina the same path over the reactor building. UNPLANNED FLYOVER OFFSHORE NEAR NINE MILE POINT The licensee reported that a small, non-military, two-man helicopter flew at low altitude, off-shore from Nine Mile Point Power Plant. The aircraft made one pass and did not fly directly over the plant. The licensee was not aware of any planned flyovers and made numerous inquiries to other Federal agencies and LLEA organizations including the security staff at the James A Fitzpatrick Power Plant to determine the identity of the aircraft without success. The Oswego County Sheriff also went to the local airport to inquire about the aircraft but no information.
The licensee did not change its security posture nor did they consider this event to be a security threat.

The licensee reported that a large, jet aircraft circled above the plant three or four times at an altitude of 25,000 to 30,000 feet and then exited the area heading north . The licensee contacted the FAA, and the FAA reported that there were no aircraft flying in the area. Cleveland Ground Control was also unable to provide any additional details regarding the aircraft.

Since approximately 1550 EDT a twin engine fixed wing aircraft has been making multiple passes, between 9 and 10 times, over the Nine Mile Point Owner Controlled and Protected Area at an estimated altitude of 400-500 ft. Security notified the FAA in Syracuse, NY, the Oswego County Sheriffs Department and the on-site National Guard. The FAA has no radar information on the overflights. The Oswego County Sheriffs Department has dispatched a patrol car to the Oswego County Airport in the event the aircraft lands at that location. The aircraft is described as white with a red stripe. A local resident, a plant employee who had binoculars, could not see any tail number. Security has not changed t heir posture as a result of the flyovers.

The aircraft is enroute to the Rochester, NY airport where it will land . After flying over the NMP Facility it flew over the U.S. Coast Guard Station at which time the N.Y. State Police were notified. The Police dispatched a helicopter to investigate. The aircraft is a BE-20 registered in Canada #CFBCN.
A conference call with Security ([DELETED]), ILTABl(b)(7)(C) land R1 IAT (Trapp) was established. The licensee will provide an update once t he pilot of the aircraft has been interviewed by the N.Y. State Police.

"On 06/18/07, ILT ABr )(7)(C) k ontacted [DELETED] (POC at Fugopelaglas - company contracted by Army Corps of Engineers) to discuss this incident and the need for advanced coordination to alleviate reporting of these types of incidents as suspicious activity. Reminded him that we had a similar incident last year involving Perry (SID #2947) that resulted in direct coordination between their company and the facility. He indicated that there are other survey operations in the Great Lakes area (specifically Lake Erie) scheduled for the summer and that flight plans are submitted to the appropriate FAA facilities (they operate out of Rochester, NY airport).
Requested any available information on the upcoming flights be forwarded to NRC/ILTAB so that coordination with appropriate Regions can be completed prior to the flights. Mentioned that there is a FAA NOTAM in effect that advises pilots to avoid not only airspace above or in proximity to US nuclear power plants but also other key infrastructure facilities. Informed him that for their planning purposes, general locations of nuclear power plants are available on the NRC website.
"Also, a tail-number search in the Canada Registration Database for C-FBCN identified the aircraft as a Beech 200 and the owner as [DELETED] (same as previously reported). Additional information from the Perry incident (SID #2947) also indicated that these flights were coastal surveys (collecting of topographic and hydrographic data) in support of the National Coastal Mapping Program.

A small fixed-wing aircraft is currently making multiple passes over the site (both the protected area and owner-controlled area). The altitude is low but the licensee could not make a specific estimate of the height above the facility. Security contacted the FAA out of Rochester, NY, and was informed that the plane is registered with Canada and is working with the Army Corp of Engineers for topographical mapping of the area.
The licensee believes that this is related to a similar event reported on 6/15/07 in SID #3219.
The licensee does not consider the flyovers a threat based on information provided by the FAA and did not change security posture. However, the licensee has requested assistance from the NRC to help ensure that any such flights in the future over their facility be better coordinated.

On 06/19/07, ILTAB!Cb)(7)(C) bontacted the representative from the US Army Corps of Engineers ( (DELETED] )
and discussed the recent overflights of Ginna, Nine Mile Point and FitzPatrick. These flights are official in nature and associated with a coastal mapping and charting mission in the Great Lakes area that will occur over the next several months. This organization - comprised of Army Corps of Engineers, Naval Oceanographic Office and NOAA - is currently working on the National Coastal Mapping Program. The contractor that owns and operates the system (Furgo Pelagos, Inc) is tasked to collect a mile-wide swath around the US with the data mainly used for regional sediment management and coastal resource management. According to the survey plans, the flights will occur along the coast of the lakes (currently Lake Ontario and then Lake Erie) at an altitude of 1250-2500 feet. After discussion, it was agreed that direct contact with the affected facilities would be the most efficient manner to coordinate these upcoming flights - this direct coordination will occur between the contractor/pilot and the facility. ILTAB will coordinate with Regions to consolidate and forward POC list.
Also, the following identification data on the aircraft for these missions was provided: Make/Model - Beech King 200; Color - white with red and black stripe; Tail Number - CFBCN; and other distinctive features - twin engine with "T" tail section.
On 06/20/07, ILTABgC7)CC) rorwarded a list containing contact information for the affected nuclear power plants and Region I representatives. ILTAB also received the schedule for the Lake Ontario and Lake Erie portion and is as follows: Rochester to Buffalo (Present through 1 Jul 07); Niagara River (1 - 8 Jul 07), and Buffalo to Presque Isle (8 - 24 Jul 07). There might be additional flights scattered over previously surveyed areas; however, they will notify the facilities prior to the flights. ILTAB will receive updated schedules as they become available.

The licensee observed a white, high wing, Piper type aircraft flying east to west over the owner controlled area approximately 300 yards south of the protected area. The aircraft was at, and maintained an altitude of 1000 ft.
The aircraft did not deviate from its heading. No tail markings were able to be discerned from the ground. The licensee did not feel that the site was threatened at any time.
The licensee notified the NRC Resident Inspector.

At approximately 0735 EST, the licensee observed a helicopter fly over the Owner Controlled Area as well as the Protected Area (PA) of both Nine Mile Point nuclear plant and their neighboring James A. Fitzpatrick nuclear plant. The helicopter was a green Bell Huey with no identifiable markings. The helicopter approached from the south and headed north.
The licensee contacted Syracuse FAA at Hancock Air Base and was informed that the helicopter was on a Coast Guard mission, had filed a flight plan, and was at or above 3000 feet and therefore was not "in your [the licensee's] jurisdiction". The licensee requested that flights no longer be allowed to overfly the PA.
The licensee will be notifying the Oswego County Sheriffs office and the NRC Resident Inspector.

"Two security officers reported sighting a drone flying south of NMP [Nine Mile Point] property line. [The] craft was not deemed a threat, regardless, inquires through the FAA and Fort Drum were completed, no flight plans or radar activity were known or observed. The activity identified did not breach into the NMP OCA [Owner Controlled Area] area and observations did not indicate any suspicious intent. Based on our observation and the international sensitivity for the use of drones we did make notification to our control rooms, JA Fitzpatrick, and the NRC Residents. As previously stated this is purely a FYI, and at no time was there a recognized threat to the security of the NMP station. As is with normal protocol, we will continue to monitor for any activity that requires any additional notification.

At approximately 1700 EDT, the on watch security shift supervisor identified a low-flying aircraft circling the FitzPatrick site as well as their co-located Nine Mile Point site. The aircraft, a white, twin engine plane, approached the sites from the south towards Lake Ontario to the north. Then the aircraft turned south and approached the sites again. This occurred for a total of four flyovers.
The aircraft was at approximately 1500 feet in altitude and was an eight to ten passenger, dual propeller aircraft. No tail numbers were identifiable but the licensee used a flight tracker app and identified a possible plane. That aircraft has tail number N75V, which returns to a multi-engine Beechcraft.
The licensee attempted to notify FAA without success but did notify the Oswego County Sheriffs office.
The NRC Resident Inspector was notified.
