EXPECTED DISCUSSION TOPICS TI-183 Inspection Results The NRC resident inspectors completed the TI-1 83 inspection in April 2011, and identified an issue to be considered by the NRCs Task Force. The inspectors identified a beyond design and licensing bases vulnerability, in that FitzPatrick's current licensing basis does not require the plant to have a primary containment torus air space hardened vent system as part of their Mark I containment improvement program. The current licensed configuration is a hardened pipe from the torus to the suction of the standby gas treatment system, which is located outside the reactor building in a ground level adjacent building. The NRC determined, in a safety evaluation dated September 28, 1992, that this configuration met the intent of the Boiling Water Reactor Owner's Group design criteria for a hardened vent.
