PROFESSIONAL QUALIFICATIONS Barton M. Hoglund My present position is that of President of Environmental Technology Assessment, Xnc. Prior to my association with this firm in August 1973, I was Assistant Director, Center for Environmental Studies, with specific responsibility for the Thermal Plume Dispersion Studies Program. During this time I served as a consultant to the Environmental Statement Project in matters related to thermal discharges from power plants -and have provided'ritical reviews of the physical aspects of thermal discharges for several impact statements.

My educational background consists of Bachelor of Science Degree in Mechanical Engineering from the University of Kansas (1955),'nd a Master of Science Degree in Mechanic 1 'Engineeeing from Stanford University (1956). I specialized in the area of heat transfer and fluid dynamics.

From 1956 to August 1973, I was employed at Argonne National Laboratory. From 1970 to -August 1973, I served as Associate Program Director, Great Lakes Research Program, with responsibility for the study of physical aspects of thermal discharges into the Great Lakes. The

.program scope included acquisition of field data for testing and va3.."da-tion of mathematical models and analytical evaluation of thermal plume prediction techniques. I am a qualified scuba diver and actively parti-cipate in the acquisition of field data. Xn 1971, I was appointed to Assistant Director, Center for Environmental Studies and was respor~~~ble for the Great Lakes Research Program, Airport Air Pollution Monitoring Program, and the Photochemical Atmospheric Model Development Study.

Hoglund Page 2 I have served as a consultant (unpaid) on the subject of physical aspects of thermal discharges for the Lake Hichigan Enforcement Conference Technical Committee, the Illinois Pollution Control Board and the Environ-I mental Protection Agency, Region V. Currently I am serving in an advisory capacity to the EPA Region V Technical Committee to Supervise Research to Damage to Lake Hichigan, and the International Joint I'ssess Commission (Canadian-United States Great Lakes Hater Quality Agreement) Research Advisory Board Standing Committee on Lake Dynamics.

Hy experience from 1956 to 1970 was in experimental and analytical studies related to nuclear reactor heat transfer and coolant flow problems, system optimization studies, and fast breeder reactor safety studies.

Responsibilities included'rogram direction and assignment to the Advanced Planning Group. Advanced planning included the study of environmental problems and the proposal of work that eventually led to establishment of the Argonn'. Center for Environmental Studies.

I have nineteen publications related to heat transfer and fluid dynamics studies of nuclear reactors. On the subject of thermal discharges I have four publications and three presentations without publication. In addition, X -have produced several contributions to Environmental Impact I

Statements.

I am a Registered Professional Engineer in the State of Illinois, a member cf the Scientific Research Society of America and the American Society of Hechanical Engineers.
