SUBJECT:

JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 - CORRECTION TO TECHNICAL SPECIFICATION PAGE 3.6.6-4 DURING ISSUANCE OF AMENDMENT NOS. 225 AND 222 (EPID L-2018-LLA-0210)

Dear Ms. Gayheart:

On August 23, 2019 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML19175A243), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 225 to Renewed Facility O perating License (RFOL) No. NPF-2 and Amendment No. 222 to RFOL No. NPF-8 for the Joseph M. Farley Nuclear Plant (FNP),

Units 1 and 2, respectively, modifying of t he Technical Specifications (TSs) to permit the use of Risk-Informed Completion Times in accordance with Topical Report Nuclear Energy Institute (NEI) 06-09, "Risk-Informed Technic al Specifications Initiative 4b, Risk-Managed Technical Specifications (RMTS) Guidelines," Revision 0-A. The amendments also added a new program, the "Risk-Informed Complet ion Time Program," to TS Section 5.5, "Programs and Manuals."

Subsequent to the issuance of Amendment No. 225 to RFOL No. NPF-2 and Amendment No. 222 to RFOL No. NPF-8, by letter dated February 24, 2022 (ADAMS Accession No. ML22056A310), Southern Nuclear Operating Com pany (SNC, the licensee) identified that an administrative error was introduced on the updated TS page 3.6.6-4. The administrative error occurred during the submittal and processing of Amendment No. 225 to RFOL No. NPF-2 and Amendment No. 222 to RFOL No. NPF-8, respectively, and the error was that the Surveillance Requirement (SR) 3.6.6.9 on TS page 3.6.6-4 was inadvertently removed.

The NRC staff has determined that this error was administrative in nature and has corrected the errors. The corrections do not change any of the conclusions associated with the issuance of Amendment No. 225 to RFOL No. NPF-2 and Amendment No. 222 to RFOL No. NPF-8. The NRC staff has determined that this error does not affect the proposed finding that the amendments involve no significant hazards consideration published in the Federal Register on June 4, 2019 (84 FR 25840).

Consistent with NRC staff guidance dated January 16, 1997 (ADAMS Accession No. ML103260096), based on the NRCs policy established by SECY-96-238, these errors can be corrected by a letter to the licensee from the NRC staff.
