KAIROS POWER, LLC, - NOTICE OF INTENT TO CONDUCT SCOPI NG PROCESS AND PREPARE AN ENVIRONMENTAL IMPACT STATEMENT (EPID NO. L-2021-NEW-0012)

Dear Mr. Hastings:

By letter dated September 29, 2021 (Agencywide Documents Access and Management System Accession No. ML21272A375), Kairos Power, LLC (Kairos) an appli cation for a construction permit for the Hermes non-power test reactor, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utiliza tion Facilities, and Section 104c of the Atomic Energy Act of 1954, as amended. Add itionally, by letter dated October 31, 2021 (ML21306A131), Kairos submitted an Environment al Report (ER) in support of its Hermes construction permit application. As stated in a letter to you dated November 29, 2021 (ML21319A354), the U.S. Nuclear Regulatory Co mmission (NRC) staff determined that the application, including the ER, is acceptabl e for docketing and that the staff will proceed with its detailed technical review. This letter p rovides information related to the NRC staffs environmental review of the application.

The NRC staff has prepared a Notice of Intent (NOI) advising th e public that the NRC intends to conduct a scoping process to gather the information necessary t o prepare an Environmental Impact Statement related to the review of the application for a construction permit. Enclosed is a copy of the NOI that will be forwarded to the Office of the F ederal Register for publication.

Pursuant to 10 CFR 51.28, Kairos is invited to participate in t he environmental scoping process.

As discussed in the NOI, the NRC staff is providing the public with the opportunity to participate in a joint public outreach and environmental scoping meeting to be held on March 23, 2022.

Meeting details will be available by March 11, 2022 at https://www.nrc.gov/reactors/non-power/kairos-hermes.html or at the NRCs Public Meeting Schedule website at https://www.nrc.gov/pmns/mtg. At this meeting, the NRC staff will present an overview of t he safety and environmental review processes and describe how thes e processes will be implemented for the review of the construction permit applicati on. The NRC staff will also provide members of the public an opportunity to provide comment s.
