Cortlandt Manor, NY, 10567 Email:dgalinko@gmail.com Phone:9178615152 General Comment As a resident of Cortlandt Manor NY and the parent of three children slated to attend the Buchanan-Verplanck Elementary School during the demolition of Indian Point, I am deeply concerned about safety throughout decommissioning and demolition. BV Elementary is 4,000ft from the domes meaning there is absolutely no margin for error of any kind throughout the process. To put it bluntly, I do not feel safe having my children attend the school. There are just too many risks from themundane to the catastrophic.
I cannot envision a scenario in thisprocess where the demolition of the domes will not createair quality issues and potential radiologicalor other chemicalcontamination of thearea due to airborneparticulate.
And compounding the risk, The 4,000ft between school and domes is home to a network of natural gas pipelines that will be at elevated risk for accident (based on heavy equipment operation over top), cyber, or physical terrorist attack. I am absolutely horrified for the parents, staff, and children in this dangerous position.
Holtec's animation video describing the process is very well produced but seems to have little bearing on the true risks surrounding the process. Same for the PSDAR. The demolition of this facility will be messy and complex. The opportunity for events and circumstances to not go as planned are numerous could result in significant harm to young children. As a result, I have proposed a number of remedies to local leaders, including the Hendrick Hudson School District Board of Education. I sincerely hope the NRC will support our local community's efforts to protect our children and our homes while leavingas little as possible to chance or luck.
- 1) Robust, Real-Time Environmental Monitoring With Independent Review. Parents need positive assurance of a contamination-free environmentEVERY DAYbefore children board the school bus. This means the school will hire an environmental expert independent of Holtec or the NRC to conduct a daily SUNI Review Complete Template=ADM-013 E-RIDS=ADM-03 ADD: Richard Guzman, Mary Neely Comment (30) Doc.

Safety assurance shall include 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of air quality data, dosimetry, swipe testing of the school and school grounds, or any other measurement deemed necessary. For days following weekends or holidays, the review will cover data from all days since the last day school was in session.
1b)School Will Prepare an Emergency Action Plan. In the circumstance the schools independent expert determines the school has been contaminated, the district will immediately implement a pre-planned back-up learning plan at another location. There should be no interruption to the school year for BV children due to unsafe conditions caused by others. The contaminated school will remain closed until the school is sufficiently decontaminated.
2)Demolition ONLY Permitted During the Summer. Active demolition should NEVER occur with children 4,000 feet away.
2b) Tent the Facility.When a building is demolitioned in midtownManhattan, it is full sheathed to prevent degradation of local air quality. There shouldbe NO excuse for not sheathing these facilities as they are torn down.
3)Deep Cleaning of BV and School Grounds. After a busy summer of demolition, the school should be decontaminated before the school is re-opened.
4)No Natural Gas Flow On Pipelines While Heavy Machinery Operating Above. Fugitive dust and radiation is enough. An accidental explosion is not worth the risk.
Please consider forcing these parameters around the demolition. Absent these measures, I cannot imagine how the families of Cortlandt Manor, Buchanan and Verplanck will maintain confidence that the school and the local community is truly safe from contamination.
