To Whom it May Concern:

We have reviewed the Indian Point Nuclear Generating Units 1, 2 and 3 Post Shutdown Decommissioning Activities Report dated December 19, 2019 and offer the following comments. Holtec Decommissioning International must:

1. Remove the seven Private Aids to Navigation marking the USCG Safety and Security Zone codified at 33 CFR 165.169(a)(1) once the Hudson River water intake is no longer necessary.

The USCG will then disestablish this safety and security zone through the Federal rulemaking process.

2. Contact USCG Hazardous Materials Division (CG-ENG-5) for current radioactive materials transportation compliance requirements, including, but not limited to:
a. NAVIGATION AND VESSEL INSPECTION CIRCULAR NO. 3-94, IMO Code for the Safe Carriage of Irradiated Nuclear Fuel, Plutonium and High-Level Radioactive Wastes in Flasks on Board Ships (IMO Resolution A.748(18)), and
b. NAVIGATION AND VESSEL INSPECTION CIRCULAR NO. 2-87, Domestic Barge Transportation of Radioactive Materials/Nuclear Waste.
