Ossining, NY, Email: Dariaweb@Verizon.net Phone: 9149448396 General Comment US Nuclear Regulatory Commission Oct. 9th, 2021 TWFN-7-A60M Washington, D.C., 20555-0001 ATTC: Program Management, Announcements and Editing, I have the following comments about the proposed decommissioning plan for Indian Point Nuclear Plant in Buchanan and Cortlandt Manor, New York.

Residents of Westchester County have lived with this plant for over fifty years and now want to see a safe and LONG LASTING plan for its decommissioning. The plant site and the fuel will remain on site into the many years aheadwell beyond most of our lives. We need a plan that plans for the far future for our great great great grandchildren. We need a plan that addresses who will take care of the site when Holtec leaves and moves onto the next project. Here are some of my concerns:

1. The 20-25 year warranty on the cask system and its casks is inadequate.
2. Visual inspection is not enough. A system to monitor for radioactive and gas leaks needs to be established. There needs to be a way to remediate leaks on site immediately. In addition, the perimeter of the site needs monitors for radiation leaks to safeguard nearby residents.
3. We need onsite storage of the casks that can withstand possible terrorist bombs.
4. High burning fuel is much hotter and radioactive than ordinary spent fuel. There needs to be a system for it to remain SAFELY in pools for seven years to cool, not the proposed three years.
5. There needs to be a way to monitor nearby earthquake activity and a plan in place to protect the onsite blob:https://www.fdms.gov/f9a297c2-5cf1-4336-9386-b807aa39e810 1/2

6. It is unclear to me what highly radioactive fuel rods will be transported offsite. I am against this. We produced this radioactive waste and we must live with it as safely as possible. It is immoral to move it to another area of the world to become their problem.
7. There needs to be additional bond funds from Holtec to be used if they use up the $2.3 billion in the Decommissioning Trust Fund. This will serve two purposes: make Holtec as efficient as possible with the money and hold them accountable if they overspend.
