I w ould like to ref er t o our ea rlier dia log about research at Halden and here we have some more information.

We are looking into t he technica l details o n t his, and we are awa iting the furt her investigat ion from IFE on t hese new iss ues. However you w il l fi nd attached info rmat ion on the project relevant for US/NRC. The customer is EPRI and it concerns Fuel degradat ion/Fuel oxidation experiments in the time period 1994-1997.

In order to clarify how t he result s from t he experiments has been used, we (a nd IFE) depend on information from t he releva nt cust omers. Such informa tion is necessary also to be able to init iate protective measures if needed to avoid possible negative effects from the use of the test results. So please do not hesitate to contact DSA if you need a further dia logue on these matters.

Please also find att ached a description from IFE on the performance of their internal investigat ion.

Dear Bruce,

I am contacting you on behalf of DSA since you have been involved in Ha lden from NRC and I hope you can assist us in provid ing this information to t he right persons within NRC.

The issue is related to an investigation of irregu larities and scientific dishonesty during some earlier scientific projects at the Halden reactor facility, performed for clients in the nuclear industry.

DSA has, since 2019 w hen we first were informed about possible dishonesty in t he scientific work at t he facil ity, followed t he issue very closely and we have ordered IFE to investigate all possible conseq uences both at home and abroad. At an early stage we contacted the relevant nuclear safety authorities in the countries we t hen knew to be affected.

DSA has si nce then been conti nuously informed about how IFE's investigation has been conducted and what has been fou nd. IFE has investigated whether t he scientific work possibly had affected the safety at Norwegian nuclear facilities and how the manipulat ed scientific results might have been used in the nuclear sector in other countries.

The releva nt projects goes back to 1997- 2003 and 2006-2015 and we understand might involve projects performed for EPRI and for NRC.

As we understand it IFE wil l enlarge t he investigation to include these new issues, and t his implies that IFE will establish a dialogue w ith the customers based on a Non-Disclosure Agreement and a customer-specific fact fi ndi ng report that will be issued to each customer in add ition to a questionnaire to be developed by the t ech nical experts supporting the investigation.

The first part of t he investigation was fi nalized on April 20th and on the background of the find ings in t he report IFE has reported it t o t he Norwegia n National Authority for Investigat ion and Prosecution of Economic and Environmental Crime (Q.)kokrim).

We wil l do our own assessme nt of t he conclusions in the report that have been drawn so far to ensure ourselves t hat t he safety of the Ha lden reactor has not been jeopardized. It is import ant to clarify for how long t he irregu larities have been going on and the extent of them. We w ill therefore seek, in a dialogue with our sister authorities in other countries, to further investigat e the use of the ma nipulated scientific resu lt s and thei r possi ble consequences. According to IFE the OECD Halde n project is not affected. The OECD NEA is however informed of the invest igat ion.

So this is to inform you and to ensure that we w ill seek cooperation and dialogue with ASN as the relevant regulatory body. Do not hesitate to contact me if you have any questions.
